- The following is an amendment to the pre-solicitation notice posted on January 11, 2010. The U.S. Fish and Wildlife Service (Service) located in Arlington, VA, is seeking ellgible sources capable of completing work as described below. The Service wishes to enter into a BPA with a contractor to develop and deliver Conservation Banking Training Courses for a period of 5 years. Scope of Work: The contractor shall support the Service's efforts to: 1. Develop a national conservation banking training course for Service staff and Service partners; 2. Administer the pilot course at the National Conservation Training Center in Sheperdstown, West Virginia; 3. Review and evaluate the pilot course, make needed changes in the curriculum; 4. Deliver annually the revised and updated national course for 4 years; 5. Develop a consolidated conservation banking set of modules for use in place-based conservation banking courses/workshops; and6. Administer, on average, four 3- or 4-day place-based conservation banking courses/workshops per year for 5 years. Work Requirements: The contractor shall: a. Demonstrate ability to design collaborative learning courses comprised of both the public and private sectors;b. Demonstrate ability to design and teach mitigation banking courses;c. Demonstrate knowledge and experience in establishing conservation mitigation banks;d. Demonstrate ability and capacity to deliver courses throughout the country; ande. Demonstrate knowledge of and experience with the Endangered Species Act, specifically 7 and 10 as they relate to conservation banking. Facilities will be provided by the Service or the Services' partners. The contractor shall furnish the necessary personnel, supplies, materials, equipment, and services necessary to perform the following tasks:Task I - Develop a national conservation banking training course for Service staff and partners.Task II - Administer the pilot course at NCTC and subsequent annual offerings.Task III - Develop a consolidated conservation banking set of modules for use in place-based conservation banking courses/workshops. Task IV - Administer, on average, four 3- to 4-day place-based conservation banking courses/workshops per year for 5 years. A Blanket Purchase Agreement will be awarded to a respondent for five years. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS.
