Description
FISC Norfolk Contracting Department, Philadelphia Office intends to acquire on an interim sole source basis continued HIV 1-2 testing services in support of the Department of the Navy under current contract N00189-09-D-Z049. The required services include screening for HIV 1-2 using an FDA-licensed Enzyme Linked Immunosorbent Assay (ELISA) test derived from whole viral lysate or a combination whole viral lysate and recombinant proteins. Specimens found repeatedly reactive by screening ELISA will be retested utilizing an FDA-licensed Western Blot (WB) technique (as available) to confirm reactivity with HIV specific viral polypeptide. The Navy estimates submitting approximately 60,000 specimens per month for initial HIV 1-2 ELISA screening from approximately 1300 submitting activities (SA). The Government intends to acquire these services on other than a full and open competitive basis with Center for Disease Detection (CDD) of San Antonio, TX under the authority of Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), a Sole Source acquisition under the authority of the test program for certain commercial items. The HIV 1-2 testing services are required for an interim period encompassing 01 April 2010 through 30 April 2010. A subsequent one-month option encompassing 01 May 2010 through 31 May 2010 will likewise be included to prevent any lapse in contractual coverage as the Navy parallel processes a limited source competition to encompass the balance of the Fiscal Year 2010 performance period until such time as the Navy issues its contract award under the Court of Federal Claims mandated re-evaluation of previously competed, awarded, and protested contract N00189-09-D-Z004. This notice of intent is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, CDD. However, all responses received within five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
