Description
This pre-solicitation notice for commercial items prepared in accordance with FAR Subpart 5.206 as supplemented with additional information included in this notice. Purpose is to publicize FISC San Diego's intention of issuing solicitation RFP N00244-10-R-0031 during the week of March 15-19, 2010 through FEDBIZOPPS (http://www.fbo.gov/) and NECO (http://www.neco.navy.mil/). The NAICS code is 336611 and the Small Business Standard is 1,000. This is a 100% Small Business Set-Aside. FISC San Diego requests responses from qualified sources capable of providing: CLIN 0001 Provide Maintenance and Repair for Synthetic Log Camels IAW SOW. Synthetic Log Camels located through out Naval Base San Diego as describe in below: Service contract to clean and remove excessive sea growth, replace deteriorated chains, haws pipes and associated hardware, the associated one hundred fifty lb dead weights, repair or replace deteriorated 50% deteriorated hawse pipes and re-install synthetic logs on the piers and quay walls throughout the NAVBASE SD to full operating condition. Full operating condition defined as: (1) Replace, reinstall and attach synthetic log chains where disconnected or missing to the installed eyebolts along piers and the quay wall where required. (2) Clean sea growth from each (100) synthetic log camels. (3) Repair or replace any and all missing or broken eye bolts. (4) If only one side of hawse pipe within the camel is 50% worn, reverse the position of the camel so the chain comes in contact with the un-damaged or un-worn side of the hawse pipe.(5) Repair or replace the hawse pipe, if both sides of the hawse pipe are worn beyond 50% deterioration. (6) Make all appropriate connections of chain to quay wall or pier and to the counterweight as peroriginal design. (7) Contractor shall inspect all quay walls and piers and identify worn or deteriorated chains of30% deterioration or more and submit a written report to the government representative. The contractor will be required and responsible to furnish all services and material required to reinstall, clean and repair the synthetic log camel system to include, but not limited to the required work boat, pressure washers, personal tools, small work skiff with a small motor (as required) and portable generator, to remove, replace and/or re-install the synthetic log camels and associated hardware as required. The contractor will provide their own gasoline for all their equipment. The contractor is responsible for the maintenance and repair of all their own equipment brought to the work site. Contractor shall be responsible for the proper disposition of all scrap materials and recyclable materials will be deposited in the NAVBASE SD recycle bins that will be provided The contractor will also be responsible to provide the following items, not to exceed 7% cost increase per item to the government and the materials estimate will be included in the total price of the contract: Estimated eight thousand feet of 5/8" galvanized steel chain with associated fasteners (eye bolts, nuts washers etc.) to quay wall and piers, and (not to exceed) 200, 150lb anchor weights/devises, estimated 50 hawse pipe throughways of the synthetic logs. Cost estimate shall include the procurement of the items listed within the initial price of the contract. (Any additional cost increase for material required must be approved before procurement in writing by the Government Representative/COR). The base period of performance for this acquisition is anticipated to begin on date of award and continue through one hundred fifty (150) calendar days after award date. The proposed period of performance is from the date 01 May 2010 through 30 Sep 2010. Proposed Delivery schedule will be for the first thirty days (30) allowed for procurements of required materials; upon completion of the first thirty day procurement time frame, the following one hundred twenty (120) days will expect delivery of twenty five synthetic log camels completed every 30 days, with the last one being delivered on or before the 150th day. An on site visit will be made available to allow visual inspection of all piers and quay walls of the synthetic camel logs to all potential contractors during the solicitation. Prioritization of the order of cleaning and repairs to be established by the Government Representative upon award of contract to facilitate ships movements. Note: 1
