- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the February 2010 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-38. This acquisition is NOT a small business set-aside. This announcement constitutes the formal Request for Quotation (RFQ) and no additional written solicitation WILL be issued. It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with Relais International Inc., Ottawa, Canada for the purchase and software support of new seven (7) custom build scanners, the Fujitsu Fi-6750s. Relais International Inc. customizes these scanners by removing the feeders and also by integrating them with the Relais software. These new scanners use a USB connection, rather than the SCSI connection which streamlines set-up and maintenance. In 1996, the National Library of Medicine (NLM) purchased the Relais Enterprise system to automate the processing and handling of DOCLINE requests which reach NLM for distribution to the Collection Access Section and the History of Medicine Division. Additionally, the system is used to automate the processing, sorting, and accounting of requests submitted by NLM's patrons using the Overnight Photocopy Service. The National Library of Medicine has a requirement for an automated system that can accept orders from multiple external sources in different formats. The system must identify the requestor, sort documents according to their library location, redirect orders to alternate holdings when items are unavailable, manage exception handling for problem orders, convert documents to the format the client requested (e.g. fax, digital, paper), transmit the document to the client via the requested method (e.g. email, Ariel, fax), determine billing amounts, and it must know where the order is in the system at all times. Benefits of the system must include reductions in labor requirements and reduced cycle times for fulfilling Inter-Library Loan (ILL). NLM requires that the system be MS Windows compliant and network-based. The system must use Oracle for its database. The system must operate with scanners capable of reproducing journal articles at the rate of 21 pages per minute. Only Relais International's Relais Enterprise system carries the unique capabilities which fit the above stated requirements of the National Library of Medicine. No other product on the market that has been developed for automating library services provides the capabilities of this system or is suitable for this environment. Relais Enterprise is a proprietary product of Relais International, Inc. Since Relais International, Inc. is the sole owner of Relais Enterprise, NLM has determined that Relais International, Inc. is the only source with the previous experience and expertise capable of providing the necessary technical support and system upgrades. The Collection Access Section receives approximately 280,000 interlibrary loan requests and approximately 4,000 Overnight Photocopy requests annually. The requests are processed and distributed through the Relais Enterprise system. During the year we need technical support from Relais International, Inc., to ensure proper functioning of the scanners. In addition, NLM will receive software upgrades for Relais Enterprise free of charge. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NLM-10-097-UHP. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the products and services required by NLM. The offeror shall include all information necessary to document and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered. Inquiries regarding this procurement may be made to the National Library of Medicine, Office of Acquisitions, 6707 Democracy Boulevard, Suite 105, MSC 5488, Bethesda, Maryland 20892, Attention: Uyen H. Phuong, Contracting Officer, on (301) 496-6127. Vendor shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order.
