Description
COMBINED SYNOPSIS/SOLICITATIONThe West Palm Beach VA Medical Center intends to acquire Court Reporting Services/ Transcription services including, but not limited to: recording, transcribing, proofing, printing, duplicating, and delivering transcriptions of a variety of confidential proceedings conducted by or pursuant to orders of the Office of Resolution Management, Regional Counsel, The Administrative Judge, and/or the Administrative Investigative Board (AIB) Coordinator. With the exception of the AIB testimonies, the Reporter shall be competent to administer oaths. Depositions shall be transcribed by a duly authorized notary. No separate fee is to be charged for notary services, administering oath, or affixing seal. The Statement of Work shall be strictly adhered to. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and under the test program for commercial items found at FAR 13.5. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. It is intended that this requirement be solicited as a commercial item on a 100% Small Business Set-Aside. Prospective contractors should be located within a 60 mile radius of the facility. This solicitation shall include a twelve month base period and contain provisions for four (4) additional, twelve (12) month option periods at a firm-fixed-price to the eligible, responsible contractor whose proposal represents the best value to the Government, considering price and technical factors, with technical factors more important than price. The applicable North American Industry Classification System (NAICS) Code and size standard are 561492 and $7M, respectively. Prospective contractors shall be evaluated considering the following: (1) Past experience in performing the work listed above; (2) Education and experience of key personnel; (3) Technical approach to perform the work and prepare material; and (4) Evidence of availability on short notice. Prospective contractors are hereby notified that the basis for award will be based on best value, with technical evaluation factors (e.g., strength of prospective contractor's experience, resume, approach, and oral/written skills) being more important than the prospective contractor's proposed price. ). A separate price must be bid for each of the service categories listed on the Schedule of Rates (see pages 11 - 15 of Statement of Work). This announcement constitutes the only solicitation and interested parties are solely responsible for monitoring this solicitation and any amendments thereto. Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. In accordance with VAAR 852.273-74, the Government intends to evaluate proposals and award a contract without exchanges with offerors. Therefore, each initial offer should contain the offeror's best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct exchanges if later determined by the contracting officer to be necessary. All sources who believe that they have the experience and capabilities to perform the required services referenced above and detailed in the Statement of Work may submit 2 hard copies of their detailed proposals by no later than 3:00pm EST on Monday, March 29, 2010 to the following: Department of Veterans Affairs, West Palm Beach VA Medical Center, ASAO VISN 8 - East, Building 12, attention John Hull, 7305 North Military Trail, West Palm Beach, Florida 33410-6400.
