- Description
- NASA/JSC has a requirement for services in support of the WB-57 Ascent VideoExperiment (WAVE) sensor located at Ellington Field in Houston, TX. The WB-57 is amid-wing, long-range aircraft capable of operation for extended periods of time. TheWAVE equipment mounted on the WB-57 aircraft provide necessary data on Shuttle launchesdocumenting images of Shuttle ascent. Southern Research Institute (SRI) developed thehardware and software used to mount WAVE equipment into the WB-57's. This hardware andsoftware requires system engineering in relation to mission planning of which SRI hasbeen the sole provider. The hardware associated with the WAVE contain software andalgorithms that were developed solely by SRI. This data is proprietary to SRI. The baseperiod of performance is June 1, 2011 through May 31, 2016. NASA/JSC intends to purchasethese services from SRI. Only SRI has the specialized knowledge of the software andhardware and owns the rights to the software. Because the software is constantlychanging due to operational requirements, SRI developed the procedures and tools used tooperate the software. This unique expertise is critical to the integrity of thesoftware. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Vendors having the capabilities necessary to meet or exceed the stated requirements areinvited to submit appropriate documentation, literature, brochures, and references. Theinformation will be evaluated solely for the purpose of determining whether or not toconduct this procurement on a competitive basis. A determination by the Government notto compete this proposed effort on a full and open competition basis, based uponresponses to this notice, is solely within the discretion of the Government. Oralcommunications are not acceptable in response to this notice. An ombudsman has beenappointed. See NASA Specific Note 'B'. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted to Wendy Fleming no later than March23, 2010.
