RECOVERYTAS::14 1035::TAS RECOVERY BICA PMIS#143524Geo-Membrane LinerBighorn Canyon National Recreation Area 1) GENERAL INFORMATION This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) Q1320102048. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through the current FAC and are available in full text through Internet access at http://www.arnet.gov/far. This acquisition is a 100% small business set-aside and is funded by the American Recovery and Reinvestment Act of 2009. The National Park Service encourages the participation of veteran, disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code for this project is 313320 with a size standard of 1,000 employees. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service. QUOTES ARE DUE for this combined synopsis/solicitation on March 26, 2010 at 1:30 PM Mountain Time and shall be delivered by the specified time to the National Park Service, Bighorn Canyon National Recreation Area, ATTN Contracting Office. Quotes may be faxed to 406-666-2415 or emailed to Jay_Tobin@nps.gov; no oral quotations will be accepted. Quoters must furnish their company name, DUNS number, address, phone and fax number, email address, and official point of contact. All quotes must be signed by authorized company official and dated. No telephone questions accepted. 2) STATEMENT OF WORK The National Park Service has a requirement for 30 geo-membrane liner material panels to be delivered to Bighorn Canyon National Recreation Area, 5 Avenue B, Fort Smith, MT 59035. The panels will be used as secondary containment under concrete pads that support solid waste dumpsters. These dumpsters are located adjacent to housing areas, campgrounds, boat launching ramps, and maintenance support facilities. Potential waste from dumpster leakage could include sulfuric acid from discarded batteries, household lawn and garden pesticides, chlorine bleach, acidic and base fertilizers, motor oil, gasoline, diesel fuel, calcium and sodium chloride, oil or water based paints, thinner, and other various materials subject to uncontrolled public disposal. Each panel will be installed in the ground under the concrete and will not be exposed to sunlight. The air temperature ranges from -40 to +110 Fahrenheit, which subjects the installation to soil movement. Each panel will be installed without any openings or field penetrations. The panels will be configured in a rectangular shape with each of the four corners gathered and folded up 90 degrees to the top of the concrete pad and supported by backfill.Any award resulting from this solicitation will be a Firm-Fixed-Price type contract. Performance is to be completed within 30 days of Award. The following is a detailed description of the requirement:Line Item 0001: 30 each 14ft x 14ft Geo-Membrane Liner Material Panels. Provide all materials, supplies, equipment, labor, and transportation to fabricate and deliver geo-membrane liner material panels to Bighorn Canyon National Recreation Area, North District, Fort Smith, Montana per the following specifications: The material shall be manufactured of products classified an Ethylene Interpolymer Alloy (EIA) and meet the minimum requirements of Grade 8135 XR-5 to provide stability, low thermal expansion/contraction properties, broad chemical resistance, and high strength characteristics. Panels shall be prefabricated to meet the size requirement without field seaming.
