- This is the pre-solicitation notice for the Sources Sought that was issued under ED-VAE-10-R-0014. The Department of Education's Office of Vocational and Adult Education (OVAE) has a requirement for a National Adult English Language Learning Professional Development Network to identify and enhance resources to support teacher development and overall quality of adult English language instruction. The Department seeks new and innovative strategies to create a state-of-the-art high tech national professional development network for teacher training resources. The anticipated period of performance for this firm fixed price performance-based contract will be thirty-six (36) months. The Government intends to award a contract using an unrestricted full and open competition. All responsible sources may submit a proposal which shall be considered by the agency. ED will make an award to the Contractor whose offer conforms to the solicitation, has no deficiencies (as defined in FAR 15.001) and is most advantageous to the Government, cost or price and other factors considered. For this solicitation, price will be a substantial factor in source selection; however quality factors (including technical merit) are significantly more important than cost or price.
