Description
Statment of Work and Section K This is a combined synopsis /solicitation for commercial items prepared in accordance with the format in Federal Acquisition (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSCEDM-10-Q-00004 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This requirement is total small business set-aside and only qualified offerors may submit quotes. The associated North American Industry Classification System (NAICS) code is 311991. The small business size standard is 500 employees. CLIN Description Quantity Per Month 0001 Meal Packages 3,280 0002 Kosher Meal Packages 10 0003 Additional Meal Packages (This CLIN can be used to order 1 - 700 additional Meal Packages) 1 - 700 0004 Additional Kosher Meal Packages (This CLIN can be used to order 1 - 50 additional Meal Packages) 1 - 50 1001 Meal Packages Option I 3,280 1002 Kosher Meal Packages Option I 10 1003 Additional Meal Packages Option I (This CLIN can be used to order 1 - 700 additional Meal Packages) 1 -700 1004 Additional Kosher Meal Packages Option I (This CLIN can be used to order 1 - 50 additional Meal Packages) 1 - 50 The Dallas Field Office of Immigration and Customs Enforcement (ICE) require packaged food and beverage service for the Dallas Field Office and surrounding support offices. Contractor shall furnish and deliver freshly prepared meal packages (including kosher meals when requested) to the Immigration and Customs Enforcement, Dallas Field Office and other locations as specified, in accordance with the specifications and requirements described in the Statement of Work. (See Attached) ICE will conduct a streamlined evaluation of the quotations submitted in response to this request for quotations. ICE reserves the right to award the contract without discussions; therefore, any response to this request should contain your best pricing, terms and conditions. This contract will be awarded to the offeror that demonstrates the aptitude for completing the subject and demonstrates best value to the Government once all criteria and requirements are evaluated. The Government contemplates award of a Fixed Price Contract resulting from this solicitation. The period of performance (POP) will be April 1, 2010 through March 31, 2011. The POP for Option Year One will be April 1, 2011 through March 31, 2012. All Offerors must comply with the following Federal Acquisition Regulation (FAR) provisions which apply to this acquisition: FAR 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998) This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. FAR 52.212-1 Instructions to Offerors - Commercial (JUN 2008) FAR 52.212-2 Evaluation-Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Evaluation Factor - Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. A completed copy of the provision at FAR 52.212-3, "Offeror Representations and Certifications - Commercial Items should be included with your offer.
