(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is IHS1074979. The solicitation is issued as a Request for Quote (RFQ) (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (iv) The corresponding NAICS code is 423430 and the small business size standard is 100 employees. (xiii) Sole Source justification: Dell Power Edge Servers: The Indian Health Service uses Dell Power Edge servers in order to provide consistent agency operation, mission and patient care for IHS. Standardization is imperative in order to maintain adequate technical support, maintenance and staffing. Dell supplies replacement parts and technical support ensures compatibility of hardware and minimal down time for agency critical servers. Dell is an approved organization Enterprise Architecture solution. The brand allows for continuity and compatability with existing equipment. The purchase of other brands would result in additional compatability and security tests, increased learning curves, duplicate work efforts and increased administative costs. IT support staff are experienced with Dell server set-up, images, (HHS security configuration tested), installation, application patching (as required by HHS and IHS IT security policy), and trouble-shooting. The Dell server hardware configurations are currently standardized throughout IHS. Dell servers are provisioned with a server management utility disc to assist on RAID & OS installation and configuration. The Dell Power Edge meets the server hardware requirements as required by VMWare. The server is configured with VMWare preinstalled on the motherboard. Currently no other brand does this. SASBoy Fibre Host Interface: The SASBoy SAN is required to utilize the power of the VMWare vSphere ability to manage many machines at once. The SAN allows for high performance disk storage with high redundancy and availability for the SecureFusion infrastructure. The SASBoy SAN has the ability to be expanded to meet future demand by the SecureFusion infrastructure, as well as having minimal space and energy demand. SASBoy meets the needs of the VMWare software. IHS is not aware or any other SAN product that will meets the VMWare requirements and work in the SecureFusion environment. VMWare: VMWare VCenter and vSphere are the only virtualizatin software suites that meet the needs of IHS at this time. VMWare provides certain unique software attributes. The vShpere software allows for consolidation and continuously optimized server, storage and network hardware. It does this by allowing the moving of software across several physical servers as needed. The software has the ability to shutdown and startup servers as load demands. The Administrator only needs to set service levels for each service and the software load balances the resources to meet those needs.
