- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0379 on or about March 31, 2010, for the RECOVERY Upper Silvis Lake Trail Reconstruction project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after March 31, 2010 to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The work is to reconstruct the Upper Silvis Lake Trail. The major work items include stone pitching, stone steps, full bench trail construction, blasting, aggregate surfacing, and laborer work. Substantial portions of the existing trail will be abandoned and then relocated to a new alignment that follows a more gentle grade. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies, except those designated as Government-furnished, and incidentals to perform all work specified herein. The Government estimate is between $250,000 and $500,000 (Base plus Option Items). PROJECT LOCATION. The project is located at Upper Silvis Lake, located 16 miles by road and 5.5 air miles northeast of downtown Ketchikan, Alaska. Ketchikan is located on Revillagedo Island, and is accessible by scheduled airline service, boat, barge, and the Alaska Marine Highway system. PARTICIPATION. This project is being issued under the Small Business Competitiveness Demonstration Program (FAR 19.10) which allows for Full and Open Competition. FOR MORE INFORMATION.
