Minuteman III ICBM Emergency Response ________________________________________ ________________________________________ General Information Document Type: Sources Sought Synopsis Posted Date: 11 Mar 2010 Category: Guided Missiles Contracting Office Address Department of the Air Force, Air Force Materiel Command, Hill AFB OO-ALC, 526 ICBMSG/PKA 6014 Dogwood Ave (Bldg 1258), Hill AFB, UT, 84056-5816 Description This announcement constitutes a sources sought synopsis for purposes of conducting Market Research. Market Research is being conducted to seek qualified contractors other than Lincoln Environmental Services, currently performing on Hill Air Force Base Contract FA8204-04-C-0020, with the skills and knowledge required to complete this effort. The Government is seeking qualified contractors to support the Minuteman III ICBM Emergency Response program for the 526th ICBM System Group. The Air Force is in the process of preparing a Justification and Approval document to gain the required approval to issue a sole source request for proposal to Lincoln Environmental Services who have supported the Air Force in this capacity for the last twelve (12) years. Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. Lincoln Environmental Services is currently the only qualified source that has the requisite skills, equipment, capabilities, system expertise, and resources to provide the required support in the event of incident involving MMIII and RSLP rocket motors and components. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services, should submit a concise and program specific response in writing (limit 30 pages) presenting sufficient information to substantiate that they have 1) the necessary knowledge and understanding of the requirements; 2) facilities, support equipment and employees with satisfactory qualifications; and appropriate management, and technical experience with the Minuteman III ICBM Emergency Response (ER) program. Specifically, the areas listed below. General: ER consists of planning, exercises, response, recovery, remediation, decontamination, and disposal of liquid and solid rockets, components, propellants, equipment, and associated ground support equipment in support of exercises, incidents, and accidents. The contractor role is support of the 526th ICBMSG Emergency Response Team. These objectives include support of both training exercises and actual incidents. Exercises: The contractor must support the following during an exercise: 1. Up to 4 exercises per year from 1 to 7 days in duration. 2. Support planning, set up, recovery, and clean-up of equipment used during the exercise. 3. Provide equipment including tractors & trailers for a simulated response that will be destroyed as part of the recovery exercise. At a minimum the contractor must be able to support the following : 1. Respond to Hill AFB UT ICBM Alert Center within 2 hour time frame after notification and maintain a response office within 30 miles of HAFB, UT that is capable of responding 24 hours/day, 7 days/week, and 365 days/year without prior notice. Maintain equipment in a state to ensure readiness to respond as detailed above. 2. Respond to exercises, incidents, and accidents with required personnel and equipment including but not limited to Utah, New Mexico, Arizona, Colorado, Nevada, Wyoming, Idaho, North Dakota, Montana, California, Tennessee, Alaska, Virginia, Florida, Oregon, Washington, and Hawaii. 3. Respond and operate in extreme temperature and weather conditions that can occur in the locations indicated above. 4. Recovery and transportation of light and heavy equipment including but not limited to class 8 semi-tractor trailers and rocket motors requiring a lifting capability range from 800 to 150,000 pounds. Loads may be on or off road and in and around silos. Must be able to load and unload Air Force equipment. 5. Remediation\clean-up and disposal of up to 150 gallons of MonoMethylHydrazine (MMH), 150 gallons of Nitrogen Tetroxide (NTO), 300 gallons of diesel fuel and hazardous materials associated with vehicle accidents. This includes decontamination of ER personnel, accident site, affected equipment, environment, and related areas. Requires a Multi-state Hazardous waste transportation license. 6. Recovery, transportation, and handling of up to 15,000 pounds of 1.1class explosives and 150,000 pounds of 1.3class explosives. 7. Provide experienced and trained personnel and personal protective equipment that can operate in environments requiring Level A protection suits. Contactor must provide and maintain level A thru D suits. Suits must interface with Air Force breathing air and communication systems and must be capable of SCBA. Suits must be capable of operating in environment with MMH and NTO. These systems contain explosives, carcinogenic, toxic, and hypergolic propellants requiring specialized hazardous material response capabilities. Personnel must be certified in accordance with 29 CFR 1910 to operate in a hazardous environments requiring Level A thru D personal protection. 8. Purchase\rent supplies and equipment at incident location to support ER event. 9. Provide experience trained personnel familiar with Air Force equipment, facilities and procedures. 10. Provide management of personnel and equipment by participation in exercise planning meetings, level 3 meetings, tabletop exercises, exercises, and support of all real world incidents and/or accidents as requested by the ICBM Group. Must be able to be part of National Incident Management System. This notice of intent is not a request for competitive proposals. The Air Force will not pay for any effort expended in responding to this notice or the associated costs to respond, or for any information provided. A determination by the Government not to compete this proposed contract based upon responses to information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Potential offerors may identify their interest and capability by responding to this requirement and submitting two (2) copies of an unclassified response (limited to 30 pages). Although this procurement involves certifications, permits, and specialized training, small business firms interested in subcontracting opportunities should contact with the firm listed.
