- Note this solicitation will be set aside for small business. This will not be unrestricted. EVAMC has a Systems Redesign Improvement Capability Grant to establish and facilitate a framework to design an organizational structure that promotes Lean improvement at all levels and outline a system of establishing controls to ensure management's commitment to its principles. Within the grant, Consulting Services are authorized to facilitate the transition to a LEAN culture. The services of a Lean Toyota Production System vendor, with consultative and training expertise, are required to educate and implement True Lean principles and performance excellence throughout the Erie Veterans Affairs Medical Center (VAMC), and result in measurable performance improvement. Contractor will be required to perform a series of tasks and provide associated deliverables. Evaluation factors will be included in the solicitation whereby the contractor must provide documentary evidence of the information to include (but not limited to) the following in order to be considered qualified: oQuantified experience in: " Specified roles within an organization with an implemented Toyota Production System of True Lean; "Specified roles within a Kaizen Promotion Office or other Lean leadership position; "Role providing Lean education to leaders and management teams; "Role in moving organizations from a traditional production model to a Lean system of waste elimination and value creation; and oReferences that attest to success in referenced roles Period of performance and delivery of submittals is intended to be accomplished within a 12 month period of performance with two additional one year options to be exercised at the discretion of the Government. Milestones of tasks and deliverables to be included in solicitation and negotiated in resulting contract. Requirement for some (not all) work performed under contract tasks to be accomplished on site at Erie VA Medical Center, Erie, PA. Request for Proposals is intended for release o/a March 12, 2010 with proposal evaluations complete and award of fixed price contract o/a April 23, 2010. All responsible sources may submit a proposal in response to solicitation to be posted to www.fbo.gov to contracting officer designated in pending solicitation.
