Description
NOTICE OF INTENT TO EXERCISE THE OPTION UNDER FAR CLAUSE 52.217-8, OPTION TO EXTEND SERVICES. This action will result in a modification to the current Contract, HSHQDA-05-C-0002, with EG&G Defense Materials, Inc., 11600 Stark Road, Stockton, UT 84071-9712. It should be noted that the contractor is performing on-site at the Center for Domestic Preparedness in Anniston, AL, providing comprehensive training operations and maintenance support services to the DHS/Federal Emergency Management Agency (FEMA) for the Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF). The COBRATF has unique requirements to manage a training venue where live chemical agents are used in a specialized training environment. The Government will negotiate directly with EG&G on a sole source basis under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is being posted since this option under FAR 52.217-8 was not previously evaluated as part of the initial contract award for HSHQDA-05-C-0002. This option exercise will be at the current rates specified in the current contract, as allowed by FAR 52.217-8, and will extend the period of performance end date from March 31, 2010 to August 31, 2010. This option exercise will further allow for the current unrestricted competitive procurement, under HSFECD-10-R-0001 (which is currently posted to FBO) to be accomplished and to allow for a transition of services to a potential new contractor. EG&G is the only responsible offeror for exercise of this option, as the Government would experience unacceptable delays in fulfilling the agency's requirements if this option was not exercised before the current contract expiration date. Interested persons may identify their interest and capability to respond to the requirement specific to exercise of the option under FAR 52.217-8, Option to Extend Services. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this option exercise. A determination by the Government to exercise the aforementioned option clause and not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to exercise the option. Any responses to this notice of contract action shall be submitted to Gary Topper at: gary.topper@dhs.gov no later than March 25, 2010 by 4:30 PM EST.
