Description
SOURCES SOUGHT SYNOPSIS OF SIGINT ENGINEERING SUPPORT SERVICES (SESS II) This is a Sources Sought Synopsis (SSS) for SIGINT Engineering Support Services (SESS) II which has a program ceiling of $24M. This is not a Request For Proposal (RFP) and there is no solicitation available at this time. Any requests for a solicitation will not receive a response. PURPOSE & DESCRIPTION: The purpose of this is Sources Sought is to determine what firms are capable of performing the SESS II effort described herein and to assess the capabilities of industry to compete as a prime contractor verses participation as a subcontractor. A. This Source Sought Synopsis is issued by the United States Air Force (USAF), National Air and Space Intelligence Center (NASIC), & Sponsoring Office ASC/PKESI, Wright-Patterson Air Force Base, OH 45433 as part of Market Research and to identify potential sources capable of meeting requirements of the SESS II program. ASC/PKESI is contemplating awarding two five-year Indefinite Delivery/Indefinite Quantity (IDIQ) multiple-award contracts (MAC) with multiple contract types (FFP, T&M. CPFF etc), on or about 25 NOV 2010, to support Signals Intelligence (SIGINT) processing, exploitation, data management, analysis, dissemination and reporting. NASIC performs Tech SIGINT activities to support operational war fighters, defense acquisition efforts and national policy and decision makers. SIGINT analysis is conducted by NASIC analysts to determine the performance characteristics of systems of interest. The results of this analysis are incorporated into all-source threat assessments, used to construct engineering models and provided directly to intelligence end-users. B. Potential sources must provide in their response to this announcement the following information: (1) Clear identification of 2 recent examples (within the last 3 years) of past performance as a prime or subcontractor providing technical, engineering, and analysis support associated with each of the Technical SIGINT areas listed below (approximate percentage of work anticipated under SESS II indicated in parentheses): (a) Technical Electronic Intelligence (Tech ELINT - 15%) (b) Foreign Instrumentation Signals (FISINT - 15%) (c) C3 Data Links (15%) (d) Modeling/Digital Simulation Development (10%) (e) System Engineering and Integration (10%) (f) Database/Software Management/Development (10%) (g) System Operations and Support (10%) (h) SIGINT Techniques Implementation (10%) (i) Other (5%) (2) General discussion of recent (w/in 3 years) experience in Measurement and Signatures Intelligence (MASINT), Imagery Intelligence (IMINT), Communications Intelligence (COMINT), or operational ELINT (Op ELINT). Note: Experience in MASINT, IMINT, COMINT, and OpELINT does not substitute for experience in Tech SIGINT. (3) Evidence of the ability to obtain TOP SECRET/SCI personnel and facility clearance in accordance with Industrial Security Manual (DOD 5220.22M) by demonstrating experience in recent and relevant programs that have required clearances at this level and the number of TS/SCI clearances currently held. (4) Evidence of TEMPEST capability for engineering data processing equipment. (5) Company Information - Provide the following information about your company: (a) Business Size under NAICS code 541330 for $4.5 million (e.g. large business, small business, very small business, small disadvantaged, etc.) AND indicate whether you are responding as a prime or a subcontractor. (b) Points of Contact (POC) address, phone numbers for recent and relevant contracts for both corporate and Government (Program Manager, ACO, and Contracting Officer). (c) List any contract and relevant information on any existing contracts for effort discussed in paragraph B (2) and B (3) above (e.g. AF, GSA, Army, Navy, etc) C. The ASC/PKESI Sponsoring Office intends to host a VIRTUAL-INDUSTRY DAY on a website (date to be determined) to discuss the capability requirements for the SESS II Program in greater detail. Further notification and information regarding this virtual-industry day will be posted in the near future. D. Please note that all prospective contractors must be registered in the Central Contractor Registration (CCR) database to be awarded a Department of Defense contract. All responses will be evaluated against the criteria listed in this announcement. Limit responses to 12 pages or less. Foreign participation on this contract is not authorized. F. Any information provided by industry to the Government as a result of this sources sought notice is voluntary at no cost to the Government. Responses will not be returned. The information obtained from industry's response to this notice will be used as Market Research and the development of an Acquisition Strategy. All information regarding this acquisition will be posted on the World Wide Web at FEDBIZOPPS, http://www.fbo.gov/. Industry is encouraged to register to receive automatic notification of the update to this SSS. G. SIGINT Engineering Support Services (SESS) II is an Air Force Intelligence, Surveillance, Reconnaissance (AF-ISR) program. H. The Small Business Administration (SBA) uses the North American Industry Classification System (NAICS) Codes to establish size standards on an industry-by-industry basis. The NAICS code for the requirements is 541330. All respondents shall indicate whether they are large or small business in relation to NASIC Code 541330, size standard $4.5M. The government reserves the option to set this acquisition aside for small business and SESS II is considered a Category 99 - Miscellaneous program. Small business must demonstrate the ability to perform more than 50 percent of the mission described in B above. I. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their responses. This synopsis does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate Acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. J.
