Description
The Government proposes to award a 7 month bridge Indefinite Quantity Contract (IQC) for Dehumidifier, Desiccant manufactured by Munters Corporation with an estimated total value of $540,052.00. The current IQC contract was awarded March 16, 2007 with a one year base and two one year options. This bridge contract would cover NSN 4440-01-190-6213. The item is a desiccant dehumidifier used to cool the process air booster fan assembly on an Ohio Class SSBN trident Nuclear Submarine. It is the only known desiccant dehumidifier which meets the Navy's stringent vibration and noise specifications for drying out the submarine' missile tubes. There are no known substitutes or similar items that meet the Government's minimum needs. The Government does not possess complete unrestricted technical data to compete this item. The proposed bridge contract is necessary to provide continuous support to the war fighter until award of the follow on long term contract. To attempt to initiate a new acquisition and award a new contract for the 7 month period between the expiration of Munters' current contract and the award of the follow on fixed quantity contract is not feasible. Such a strategy would create a disruption in meeting the critical requirements of DSCP customers. A new Indefinite Delivery Indefinite Quantity acquisition is in the planning stage with a 2 year base with three one-year options. The issuance of this bridge contract effective until October 15, 2010 will allow time for award of a new follow-on contract and full implementation by the potential awardee.
