- NAICS Code: 323119 The U.S. Environmental Protection Agency intends to award a sole source Purchase Order under authority of Federal Acquisition Regulation (FAR) Part Thirteen (13), Simplified Acquisition Procedures, to Hart Energy Publishing of Houston, Texas. This Order will provide asubscription, for six individual users, to the Hart Energy Consulting services "International Fuel Quality Center" and "Global Biofuels Center" from 1 April 2010 to 31 March 2011. Hart Energy Publishing is the provider of these subscription services and is therefore the only available source. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response which, if received by the closing date of this announcement, will be considered. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. Responses to this announcement must be in writing.
