- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory(NRMRL), Ground Water and Ecosystem Restoration Division located in Ada, Oklahoma has a requirement for the purchase of Meters/ GasAnalyzers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to RFQ? when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This acquisition is set-a-side for small business. The NAICS codes are 334516, the size standard for this code is 500 employees. All supplies shall be provided to the U.S. EPA National Risk Management Research Laboratory, located at 919 Kerr Research Dr., ADA, OK 74820. The F.O.B. point shall be destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are included in Attachment B Technical Evaluation Criteria. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified in Attachment A Statement of Work. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Attachment A Required Items and Minimum Performance Specifications RFQ-OH-10-00066 ITEM 1: Meters/Gas Analyzers A.Equipment Description1.Meter/Analyzer capable of reading and analyzing multiple gasses2.Meter/Analyzer that reads and analyzes CO3.Meter/Analyzer that reads and analyzes H2S. B.Minimum Specifications - The following are the minimum specifications of the required Meter/Analyzers: The meters must be: (1) battery operated field portable, (2) must have an input port (not ambient atmospheric monitoring) to allow analysis along a sample train, (3) must be capable of providing unattended programmed readings (e.g., every 15 minutes) with periodic (e.g., once per month) downloading of data, (4) must be capable of performing simultaneous measurement of oxygen (O2), carbon dioxide (CO2), methane (CH4), hydrogen sulfide (H2S), hydrogen (H2) and carbon monoxide (CO), barometric pressure, and pressure differential measurement with the range and accuracy given below. For O2 - Range= 0-25%, Accuracy = plus or minus 1% at 0 - 25% range, for CO2, CH4 - Range = 0-100%, Accuracy = plus or minus 0.3% at 0 - 5% range, plus or minus 1.3% at 5 - 15%, range = 15%, plus or minus 3% at 15 - 100% range, for H2S - Range = 200 ppmv, Accuracy = plus or minus 0.1 ppmv at 0 - 50 ppmv and plus or minus 1.0 ppmv at 50 - 200 ppmv, for CO - Range = 0 - 1000 ppmv, Accuracy = plus or minus 1.0 ppmv, for H2 - Range = 0 - 1000 pmmv, Accuracy - 1.0, for barometric pressure - Range = 700 - 1200 mbar, plus or minus 5 mbar, pressure differential - Range = 0 - 74 mbar, Accuracy = plus or minus 5 mbar Attachment B Solicitation Description, Instructions, & Evaluation Criteria RFQ-OH-10-00066 1. Solicitation Description and Instructions a. This is a competitive solicitation for Meters/Gas Analyzers to be used by the U.S. Environmental Protection Agency, Office of Research and Development, National Risk Management Research Laboratory, Ground Water and Ecosystem Restoration Division. b. Quotes shall be submitted electronically, by emailing quotes by attachment, preferably in PDF format, to plear.garry@epa.gov, by fax to (513)487-2107 with attention to Garry Plear, or by any other means reasonably calculated to reach the contracting office. Email is the preferred method of submission.c. Offered prices shall include a breakdown of price, by line item, and a total price of all line items combined.d. The Government will award a purchase order on a best value basis resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offers shall provide technical descriptions with sufficient detail to demonstrate that the items offered meet the minimum requirements in the Performance Specifications (Attachment A)
