- NASA/GSFC has a requirement for one IMI-100 Miniature Attitude Determination andControl System. A complete attitude determination and control system is needed tosatisfy multiple project requirements.The system must contain 3 reaction wheels. Eachreaction wheel must be capable of producing at least 0.5 mNms torque. (1) Each reactionwheel must be capable of storing up to 1.0 mNms momentum. (2) The system must contain 3magnetic torquer bars.Each torquer bar must be capable of a dipole of at least 0.1A-m2. (3) The system must contain three axis magnetometer.(4) The system must contain acontroller with software onboard to estimate attitude based on sensor inputs and commandthe reaction wheels and magnetic torquer bars to maintain atittude control. (5) Thesystem must be bigger than 4' x 4' x 4'. (6) The system must weigh less than 1 kg (7) The system must use less than 5W. (8) The system must use either 3.3, 5 or 12 Vdc forpower.(9) The system must communicate via asynchoronous RS-232 or RS-422 interface. NASA/GSFC intends to purchase the items from IntelliTech Microsystems Inc. of Crofton,MD. in accordance with 6.302-1(a)(1)10 U.S.C. 2304(c)(1)-only one responsible source andno other supplies or services will satisfy agency requirements. Intellitech MicrosystemsInc. is a manufacturer of miniature attitude determination and control systems for mini,micro and nano satellites and this company is the only known vendor of a miniatureattitude determination and control system for the nano satellite class that includesmagnetic torquer bars and a controller. Other manufacturers cannot provide a fullpackage ACS capable of 3-axis stablization of a nano satellite. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed. See NASA Specific Note 'B'.
