Description
The US Geological Survey (USGS) has a requirement for services related to the translation and use of technical information, developed in a study entitled "Effects of Urbanization of Stream Ecosystems" (EUSE) in a USGS Circular letter. The study has been provided by Center for Watershed Protection (CWP) under contract with the USGS. The USGS has now identified additional tasks to be performed in relation to that contract. Key services include: (1) summarizing management strategies for addressing the urban stream problems identified in the initial draft chapter of the EUSE Circular in a format suitable for inclusion in the Circular; (2) presenting and explaining management options as part of an EUSE-sponsored session at the 2010 National Water Quality Monitoring Council meeting in April 2010; (3) working with ESUE staff to translate findings from EUSE science reports into web-based media formats that effectively communicate key Circular ideas and concepts to a non-scientific audience. The USGS believes that no other source can develop the three tasks above without having performed the original study. Because there is urgency for the three tasks to be performed, the USGS cannot take the original study and train a new vendor on the subject matter. Based on these facts the USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to CWP, unless it is contacted by any vendor who believes he has obtained similar technical expertise and can provide the same service in the time described. Vendors are invited to contact the Contracting Officer, jenglehart@usgs.gov no later than 11:00 AM EST, Friday, March 19, 2010 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The USGS NAWQA Program requests award of non-competitive procurement to CWP for assistance in providing services that are new and unexpected. The nature of the project---translating technical science findings into a format useful to a non-technical audience, including city and county government officials with responsibilities for managing the quality of local stream ecosystems---is unusual for USGS scientists, who do not have expertise in assessing the types of materials that will be useful to these officials and other stakeholders. At the beginning of the original agreement with CWP the EUSE staff did not anticipate several important realities. First, over the last year, in meetings with stakeholders, stakeholders have expressed an interest in management suggestions tied to the science findings in chapters 1-7 of the draft circular. They have also asked for formal presentations on the study at meetings such as the National Water Quality Management Council, where a large national audience of such officials gather. Another unanticipated reality is the need for a long series of iterations in drafting the circular documents. CWP expertise is needed to review the document at several more junctures than originally anticipated, again, due largely to the novelty of this effectively transmit project findings in diverse formats to our stakeholders. Because of the long-term investment of government funding resources with CWP, CWP uniquely meets performance requirements for publishing the study findings of the "Effects of Urbanization on Stream Ecosystems" in a timely and cost-effective manner. CWP has unique qualifications in terms of their detailed understanding of the EUSE project and requirements for communicating project findings and will be able to complete the proposed work in a timely and efficient manner that will benefit the government. Otherwise, a similar amount of staff time effort and contractor time would otherwise be needed to bring a new contractor up to speed on the project; this duplication of effort would be costly in terms of both funds in terms of the overall need to complete the project in FY11. This would also result in receipt of a redundant service to bring another vendor up to the point of expertise currently found with CWP, which is not in the best interest of the USGS or the taxpayer. At the conclusion of the project, CWP will have no exclusive rights to any data, publications, or copyrights; all project material will be publically available. Number Note 22 applies.
