- NAICS Code: 812112 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and Subpart 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes arebeing requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-10-00109 and is being issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions are those in effect through FAC 2005-38. The United States Environmental Protection Agency (US EPA) is seeking a contractor to provide services of a Hair Stylist/Make-up Artist or Company for television and photography on an as needed basis. The contractor shall be experienced in styling a full range of hair and skin types/tones for EPA Senior Staff using EPA's Television Studio and other recording spaces. The North American Industry Classification System (NAICS) code is 812112. The Small Business Size Standard is $7.0M. This requirement is a total set-aside for small businesses. Contractors shall indicate in its response how it meets the small business size standard to qualify for award. The Government intends to award a single Blanket Purchase Agreement (BPA) for these services. The BPA will be prepared IAW FAR Part 13.303-3. The period of performance will be five (5) years from the date of award. Contractors must also be able to accept payment via credit card. Contractors shall submit a firm-fixed price quote on a per call basis. EPA has estimated the level of effort for these services to be 30 calls annually. The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.222-39, FAR 52.232-33, FAR 52.222-41 and FAR 52.222-42. Evaluation Factors: Quotes submitted in response to this solicitation will be evaluated on a best value basis. Quotes will be evaluated on the ability to meet the requirements listed in the Statement of Work below. Statement of Work The United States Environmental Protection Agency (US EPA) is seeking contractors to provide services of a Hair Stylist/Make-up Artist or Company for television and photography on an as needed basis. These services will be provided at EPA Headquarters located at The vendor must be experienced in styling a full range of hair and skin types/tones for EPA Senior Staff using EPA's Television Studio and other recording spaces. Contractors should be proficient in providing these services, to include: - Minor adjustments or corrective styling of hair with application of nonaerosol, odorless and nontoxic hair styling chemicals; - Selecting and applying base/foundation applications; - Knowledge of the latest techniques in contouring and highlighting; - Applying powder, blush, concealer, neutralizer, brow color, eyeshadow, eyeliner, mascara, lip pencil, lip color and lip gloss to accentuate facial features of EPA Senior Staff. The results should be long-lasting and sustainable under TV studio lighting conditions, weather conditions when filming outdoors or where applied early in the day for an evening event. Contractors shall have their own equipment to include: new or cleaned/sanitized hair brushes, combs, picks, applicators, brushes, pencils and buffers when working with any new individual. Contractors shall keep track of what was applied to each individual for repeated looks in the future. Contractors shall be able to carry their own equipment to the job location. Contractors shall consult with EPA Senior Staff in EPA Studio regarding any possible allergies and apply make-up accordingly. Contractors shall also provide EPA Senior Staff with recommendations on make-up maintained in EPA's Studio for simple application when it is deemed unreasonable to call due to fast track broadcast events. The contractor must be local to the DC area. Notice of a call will be provided to the contractor within a minimum of two (2) days before an event. Contractor must be available to respond to the call on the event date.
