- This is a SOURCES SOUGHT Notice for market research purposes only. Do not send proposals in response to this Notice. The U.S. Army Corps of Engineers St. Paul District is seeking eligible Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns capable of providing construction services to raise existing embankments along Devils Lake, ND. The Devils Lake Flood Risk Management Phase 2 Embankments construction project will provide flood protection to the city of Devils Lake, ND. The contractor will be required to furnish all plant, labor, material and equipment to raise the existing embankments along Devils Lake from elevation 1461.2 to 1468.2 (1467.2 design elevation plus 1 additional for settlement) for a reach beginning on the east side of town just south of Highway 2 and continuing along the existing embankment to the west for approximately 3.4 miles, ending at the point approximately 300 feet east of Highway 20. The embankments will have up to 12 feet (approx.) of differential head across them. The construction contractor will be required to excavate into the existing embankment and also into the subsurface materials beyond the dryside toe of the existing embankment. In some instances, the subsurface materials beyond the dryside toe of the embankment will be soft and saturated. The construction contractor will be required to monitor and maintain the stability of the existing embankment throughout the duration of the project. Shoring and sheeting of excavation areas will be required in certain defined locations. Accordingly, the construction contractor should have experience in excavation and construction of dams/embankments in high head situations along with construction and excavation of soft and saturated materials. The main components of the project are: clearing, stripping, excavation of existing flood protection embankment, common excavation, placement of new impervious embankment fill & sand drain, and riprap slope protection. Estimated quantities are 300,000 cubic yards of excavation, 1,620,000 cubic yards of embankment impervious fill, 181,600 cubic yards of sand drain, and 124,000 tons of riprap. The estimated price range for this project is more than $10,000,000. Duration of the project is approximately 15 months. The appropriate NAICS code for this procurement is 237990 with a small business size standard of $33.5 million. Small Business (SB) Set-Aside Determination: The St. Paul District Corps of Engineers reserves the right to determine if a SDVOSB set-aside is appropriate based on responses to this notice and other pertinent information gathered by the contracting officer. In order for the Government to make a SDVOSB set-aside determination, it is emphasized that SB concerns must provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the requirements of construction services. All interested SDVOSB concerns are encouraged to submit a brief capabilities statement package, no more than 10 pages in length, addressing the following: 1) Business name, address, and point of contact; 2) DUNS number and CAGE code; 3) bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars); 4) statement of capability which demonstrates the ability to perform a contract of this magnitude and complexity, including in-house capability; 5) joint venture information if applicable existing and potential; 6) relevant past performance information for efforts of similar value, size, and scope within the last five years, including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number. (Note: Prior Government contract work is not required for submitting a response.) Responses are due no later than 3:30 p.m., Central Standard Time, on 26 March 2010, to the attention of Lisa Draves, Contract Specialist, via e-mail to lisa.a.draves@usace.army.mil or by fax to 651-290-5706. Electronic responses are preferred and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
