- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Capital Acquisition Division/SAP Team on the behalf of the National Environmental Satellite Data and Information Service (NESDIS), intends to negotiate on a sole source basis with Open Geospatial Consortium to provide principle membership in the Open Geospatial Consortium and the organization and execution of a Technical and Planning Committee meeting. The Contractor shall coordinate the development of open standards for geospatial and location-based services. OGC works with government organizations, private industry, and academia to create open and extensible software application programming interfaces for geographic information systems (GIS) and other mainstream technologies. Adopted specifications are available for the public's use at no cost. Principal Members have complete authority over the specification release and adoption process through their voting rights in the Planning Committee (PC). It is by PC vote that OGC Specifications are approved and released by the Consortium. PC members participate in planning and management of the Consortium's technology development process, evaluate and provide guidance on market direction and Consortium focus, vote in the Technical Committee, have approval authority for OGC policies and procedures, and vote to elect members of the OGC Board of Directors. The work will be conducted for a period of 1 year. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 813910 with a business size standard of $7.0M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Gina.E.Lee@noaa.gov or faxed to (301) 713-0808 by March 25, 2010. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-38. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
