- The Space and Naval Warfare Systems Command intends to issue a solesource solicitation to Deloitte Consulting, LLP for the continued programmanagement, software development, software integration and testing, systemadministration, and end user services for the Government owned software tools(NMCI Enterprise Tool (NET) and Requirements to Award Process Tool (RAPT))in support of NMCI and the Continuity of Services Contract (CoSC). Theprojected period of performance of the proposed effort is 9 months. This contract will be for similar services currently being provided for theNavyand Marine Corps Intranet (NMCI) Program Office under N00178-04-D-4020-NS01 and will be used to provide continued service to support software changesrequired during the closeout of the NMCI Contract (N00024-00-D-6000) andbeginning of the follow-on Continuity of Services Contract. The services currently being provided under N00178-04-D-4020-NS01 mustcontinue without interruption until all Fiscal Year 2011 orders for servicehavebeen placed under the CoSC, which has a scheduled performance start date of1 October 2010. The CoSC has not yet been awarded and the requiredsoftware changes to NET and RAPT remain unknown. Therefore, the exactscope of modifications to the NET and RAPT applications that will be requiredtosupport the transition from the NMCI contract to the CoSC are also unknown atthis time. Once the CoSC is awarded, software modifications to the NET andRAPT tools will be rapidly identified, developed, and implemented to supportservice delivery starting 1 October 2010. This software modification effortmustbegin immediately upon award of the CoSC. Because Deloitte Consulting, LLPis the developer, tester, administrator, and manager of the software necessaryto integrate the upcoming changes in the time required, it is the only sourcethat possesses the capability to ensure continuity of NET and RAPTfunctionalityduring the transition from the NMCI contract to the CoSC. Interested persons may identify their interest and capability to respond to therequirement or submit proposals. This notice of intent is not a request forcompetitive proposals. However, all proposals received within forty-five daysafter date of publication of this synopsis will be considered by theGovernment.A determination by the Government not to compete with this proposed contractbased upon responses to this notice is solely within the discretion of theGovernment. Information received will normally be considered solely for thepurpose of determining whether to conduct a competitive procurement.
