- Title: Stabilization and Race to the Top Program Monitoring The U.S. Department of Education (ED), Office of the Elementary and Secondary Education (OESE) intends to enter into a 48 month contract (with no options) with a qualified vendor that shall provide monitoring services necessary for evaluating the compliance and progress of entities receiving Stabilization and Race to the Top funds. These monitoring services will ensure that federal funds not only save and/or restore critical education and government service jobs, but that they also advance education reforms in the four assurance areas. The four assurance areas are: (1) making improvements in teacher effectiveness and in the equitable distribution of highly qualified teachers for all students, particularly students who are most in need; (2) establishing pre-K-to-college-and-career data systems that track progress and foster continuous improvement; (3) making progress toward rigorous college- and career-ready standards and high-quality assessments that are valid and reliable for all students, including limited English proficient students and students with disabilities; and (4) providing targeted, intensive support and effective interventions for the lowest-performing schools. In addition, the following services will be provided through this requirement: • Meet and communicate with ED representatives; • Submit expenditure/progress reports; • Prepare a logistics monitoring schedule; • Identify and train monitors; • Prepare monitoring reports; • Collect and analyze data; and • Conduct an analysis of monitoring data collected and submitted through annual report. The approximate release date of the Request for Quote is March 30, 2010, and the approximate closing date is April 30, 2010. Contract award is tentatively scheduled for June 15, 2010. Offerors will also be asked to submit technical and business quotes based on specific criteria. All vendors are required to be registered in the Central Contractor Registration (CCR) prior to award of a contract. http://www.ccr.gov/ FUNDING: This project is funded in whole by the American Recovery and Reinvestment Act (ARRA).
