- The United States Army Research, Development, and Engineering Command Contracting Center (RDECOM CC) intends to award a 3-year, firm-fixed price (FFP) indefinite delivery, indefinite quantity-type (IDIQ) contract utilizing Federal Acquisition Regulations (FAR) Part 15. The Government intends to issue an award on a sole source basis to Purdue University, 401 S. Grant Street, West Lafayette IN 47907-2024 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This requirement is in support of the US Army PM Soldier Protection & Individual Equipment (PM SPIE) and is for services to test ballistic materials for the ongoing improved body armor program. The objective is to test the mechanical and physical properties of ballistic fibers and fabric samples. The data/results are needed for body armor material selection, new ballistic package designs, and care/maintenance of the fielded body armors. The contractor shall be required to furnish all labor, materials and equipment necessary to provide mechanical properties testing including: 1. High rate tension, 2. Quasi-static tension, 3. Quasi-static transverse compression, 4. Dynamic tension, and 5. Torsion, and physical properties testing to include individual fiber diameter measurement using high-definition SEM. In addition, the contractor shall be required to submit data reduction and reporting report within thirty (30) days of completion of testing. The report shall include, at a minimum, the description of specimen preparation, testing methodologies, raw data, and data reduction and analysis. Responsible parties may identify their interest and capability to respond to this requirement, no later than 10:00 am EST, 26 March 2010. The solicitation will require offerors to describe their technical and management approach, identify technical uncertainties, and make specific proposals for the resolution of any uncertainties and any planned subcontracting of scientific or technical work. All information submitted should support the offerors capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
