- This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers Fort Worth District has been tasked to solicit for and award two IDIQ contracts for Geospatial Support. One contract for Fort Hood, Texas and one contract for Fort Polk, Louisiana. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Small Business, Historically Underutilized Business Zones (HUB-Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract at each location. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The scope of the contract(s) will include, but is not limited to extensive knowledge and experience of spatial concepts, state-of-the art Geographic Information Systems (GIS) systems, computer aided drawing (CAD) systems, operating survey and map grade global positioning system units, and performing complex spatial data management and analyses. The contractor must be capable of collecting, storing, retrieving, analyzing, manipulating, disseminating, displaying, and managing geospatial data using a desktop or web-based platform; developing, managing, and manipulating digital databases; developing and executing customized software applications; developing and executing computer modeling/simulations depicting end-state conditions; preparing maps and graphics; CADD/GIS interoperability; developing, implementing, and maintaining enterprise GIS systems; designing, implementing, and maintaining web pages and portals meeting Department of Defense (DoD) regulations; Federal Geospatial Data Committee metadata standards compliance; Spatial Data Standards for Facilities, Infrastructure, and Environment, and Architectural Engineering Construction CADD compliance; and provide up to 10 individuals to be physically located at each installation. This acquisition does not involve the procurement of Information Technology services. The requirement can be satisfied with a single firm fixed price indefinite delivery contract (IDC) for each location, one for Fort Hood and one for Fort Polk. The contract will be solicited under the North American Industry Classification System Code 541370, Survey and Mapping Services. The contract will be solicited and awarded in accordance with FAR Part 36.6 and the Brooks Act, Public Law 92-582, as amended, 40 United States Code 1102 et seq and supplemental agency acquisition regulations and guidance. Each contract will be for a period of five years supporting a total program amount not to exceed $9,750,000.00. The Fort Worth District, U.S. Army Corps of Engineers requires the services of an Architect-Engineer (A-E) firm through an Indefinite Delivery Contracts (IDCs). The IDCs is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Offerors response to this Synopsis shall be limited to 5 pages and shall include all the following seven items of information:1. Offerors name, address, point of contact, phone number, and e-mail address. 2.Offerors interest in bidding on the solicitation when it is issued. 3. Offerors capability to meet geospatial personnel requirements. 4. Offerors capability to perform a contract of this magnitude and complexity provide at least 3 examples. 5. Offerors type of small business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) or HBCI/MI. 6. Offerors Joint Venture information if applicable existing and potential. and 7. Please identify which location interesting in (Fort Hood, Fort Polk). Interested Offerors shall respond to this Sources Sought Synopsis no later than 2:00 PM (CST) 24 March 2010.
