Description
Justification for Other than Full and Open Competition Social Security Administration LEASE NO. GS-03B-70132 Proposed Action: To extend the current lease agreement by 6 months to September 7, 2010. Description of Requirement: The Social Security Administration currently occupies 6,846usf (7,872rsf) of office space at 3400 Aramingo Ave, Philadelphia, PA under Lease No. LPA70132, which expires on March 7, 2010. <REDACTED>. The agency is remaining at the current location under a new lease contract (LPA09376, awarded on June 22, 2009) and expanding their operation to 8,358usf of office space. The renovations to the space will be extensive and require a phasing plan and overnight work to complete. Construction drawings are complete and bids for the build out of the expansion space and modification of the current space are currently under review by GSA. Given the impending expiration of the current lease and the complexity of the renovations, there is insufficient time to build the space to substantial completion prior to the expiration of the current lease. A 6-month extension of the current lease agreement is required. The Lessor has agreed to provide an extension at the current rental rate, pending the build out and acceptance by the Government of the space covered under the new lease. The SLA will provide for a 6-month extension of the current lease and will include language indicating that this extension of LPA70132 will expire upon the commencement of the new lease LPA09376 in the event that the renovations are complete prior to the expiration of the extension. <REDACTED>. <REDACTED>. Identification of Statutory Authority: 41U.S.C. 253c(1) Unique Qualifications of Proposed Contractors of Acquisition Requiring Authority Cited: The Social Security Administration will be remaining at this location under a new lease agreement which will commence upon substantial completion and acceptance of the space. Determination that Anticipated Cost will be Fair and Reasonable: <REDACTED>. Description of Market Survey and Results: No market survey was conducted for this extension as it is meant to avoid holdover during build out of space for a signed lease at this location. Other Factors Supporting Justifications: The agency is remaining in place under a new lease agreement. This extension is meant to avoid a holdover situation while the Lessor completes the renovations required under the new lease. Listing Sources Expressing Interest in Solicitations: None, as no solicitation was offered. Future Actions to Overcome Barriers to Full and Open Competition: This extension is meant to avoid holdover during build out and renovation of the office space for Lease No. LPA09376. The new lease was procured through full and open competition. Any follow on leasing action will be competed in the market to the maximum extent practicable.
