- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NHLBI-PB-(AR)-2010-104-MLK and is issued as a Request for Quotation (RFQ). This acquisition is being conducted as a competitive total small business set aside requirement. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-038 (February 1, 2010). The North American Industry Classification (NIACS) Code is 621111, and the business side standard is $10.0 Million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is set aside for small business. The National Institutes of Health (NIH) in Bethesda, National Heart, Lung and Blood Institute (NHLBI), Office of Acquisitions (OA) for the National Institute of Arthritis and Musculoskeletal and Skin (NIAMS) has a requirement for a Board Certified Orthopedic Surgeon. 1. OBJECTIVE NIAMS seeks to Contract support to supply to the National Institute of Arthritis and Musculoskeletal and Skin Diseases-NIAMS, Clinical and Investigative Orthopedics Section CIOS in the field of Orthopedic Surgery Research for a period of 52 weeks at 8 hours per week. 2. SCOPE NIAMS requires that the contractor provide an academic leader in orthopedic surgery who has 1) an outstanding reputation for basic and clinical research; 2) history of leading basic and clinical research teams at an academic medical center; 3) experience in epidemiology and outcomes research; 4) a record of productivity as demonstrated by publication in peer reviewed journals and presentation of work at national and international meetings. In addition, 5) the individual must be board certified in orthopedics and must have the credentials to see patients with orthopedic problems in the NIH Clinical Center. The contractor should have knowledge and experience performing orthopedic services to include patent care and orthopedic surgery. The orthopedic surgeon will conduct outcomes research in the NIAMS Clinical Program in the NIH Clinical Center. Responsibilities include: 1) Have adequate expertise and experience to: a) Maintain a mentoring committee to assist in identifying appropriate research topics b) Utilize existing databases to provide new insights into orthopedic outcomes c) Develop protocols to study subjects with orthopedic problems at the NIH Clinical Center. 2) Conduct meetings and interviews with other NIAMS researchers to identify areas of potential collaborations utilizing subjects enrolled in existing studies. 3) Teach NIAMS fellows about orthopedic problems that relate to the practice of rheumatology. 4) Detailed description of the Technical Requirements The contractor shall; a. Provide an outstanding leader in orthopedic surgery to lead the program, designated as Section Leader of Clinical and Investigative Orthopedics Section. This person will have the following credentials: 1. Orthopedic surgical training in the US 2. Board certification in orthopedic surgery 3. Basic and clinical research training in orthopedic surgery 4. Faculty experience at a US academic medical center 5. Prior experience as an independent investigator 6. Evidence of research productivity in basic and clinical research as evidence by recent (within the past 5 years) peer-reviewed publications, reviews, and book chapters. b. Conduct innovative clinical outcomes research. This will be accomplished through collaborative research protocols with NIAMS investigators addressing questions in orthopedic outcomes. The interactions between NIAMS and contractor staff in caring out their collaborative activities will follow the academic model. c. Carry out a variety of studies. Initiate clinical research studies either independently or in collaboration with other NIH investigators. d. Achieve and maintain quality control of protocol implementation and data collection, including appropriate data management plans and procedures. Coordinate with the NIAMS and participating investigators in the use of the NIAMS clinical database and any other databases directed by protocol. e. Encourage other orthopedists and other medical specialists to develop working relationships with the researchers participating in the protocols. The purpose of this contract is to distribute as widely as possible the benefits of the orthopedic surgery outcomes innovations and techniques. The facilitation of such working relationships will be an important element in furthering that purpose. f. Establish a mentoring committee to provide guidance related to research activities. 5) Clinical Research/Human Subjects Clinical research activity will be conducted under the auspices of the National Institute of Arthritis Musculoskeletal and Skin Diseases, and shall be subject to the review and approval of the NIAMS Board of Scientific Counselors and the NIAMS-NIDDK IRB. For research conducting outside of the NIH Clinical Center Contractor’s Institutional Review Board shall approve all clinical protocols prior to their being performed on human subjects and notice of this approval shall be provided to the Contracting Officer. 6) The successful Offeror must: a) Possess significant skill in orthopedic surgery and patient care b) Have an in-depth knowledge and expertise in orthopedic patient care as provided at the NIH. c) Have at least five (5) years work experience in the area of orthopedic surgery. d) Have excellent written and oral communications skills, including presentation talking points or slide development. e) Have the ability to exercise judgment and work independently. f) The successful Offeror must have strong teamwork ethic and demonstrate an ability to work in teams. 3. CONTRACTOR TASK The contractor shall provide clinical patient care and research which will be conducted under the auspices of NIAMS, and shall be subject to review and approval of the NIAMS Board of Scientific Counselors and the NIAMS/NIDDK Institutional Review Board. 4. PLACE OF PERFORMANCE As directed, the Contractor will work within the NIAMS, Intramural Research Program located at 9000 Rockville Pike, 10 Center Drive, 10-CRC, Room 4-1339. Government will provide the contractor with standard office furniture, telephone, computer equipment, and software to perform their assigned task. The services of an assistant/secretary who will deal with routine clerical tasks that include copying, mailing and scanning documents, and the like; A lockable office in 10-CRC with the following: common office furniture such as a desk, chairs, filing cabinet and the like; computers, printers, fax machine and telephone; Access to the NIH e-mail system; An NIH parking permit for the main campus. 5. PERIOD OF PERFORMANCE The period of performance will be for a total of 1 year beginning from the date of the award for twelve months. The actual beginning date is dependent upon awarding of this task order. The contractor will work 8 hours per week for a total of 52 weeks. 6. REPORTING REQUIREMENTS The Contractor shall issue monthly reports to the Chief, Clinical and Investigative Orthopedics Section (CIOS). 7. DELIVERABLES The contractor will work under the direction of the Chief, Clinical and Investigative Orthopedics Section (CIOS), who will provide guidance and overall direction related to completion of the objectives of this assignment. The incumbent will meet the needs of the NIAMS, as they arise, within general guidelines provided by the assigned. A final inspection and acceptance of all work performed and other deliverables will be performed. All deliverables are due within the time frame described above. The contractor will collaborate with the Chief, CIOS, to develop mutually acceptable plans for prioritizing the responsibilities of the assigned functions, and to highlight the major areas of emphasis and the goals to be achieved. The contractor will keep the Chief, CIOS, apprised of problems encountered, possible controversies, and success or failure of work efforts in progress. 8. EVALUATION CRITERIA The CIOS focuses on studies of health outcomes of patients with rheumatic diseases. This is accomplished using observational studies, clinical trials, and analyses of large administrative datasets. Applications will be evaluated on demonstrated ability to analyze epidemiologic and clinical trial data and to collaborate effectively. Contractor is expected to be skilled in: 8.1 Technical Approach. Have well documented clinical skill in orthopedic patient care, must have both clinical and administrative knowledge to provide administrative requirements as needed such as travel request forms, and information for acquisitions as needed. He/she will be responsible for assisting in the development of orthopedic patient care plans with investigators in the CIOS. (50 points) 8.2 Data Quality Control. Have experience managing data quality control for statistical core facilities, and able to provide guidance on data quality issues (10 points) 8.3 Past Performance. Contractor shall have a medical doctoral degree with extensive education and knowledge of orthopedic surgery. Contractor should have strong communication skills and the ability to work collaboratively. (20 points) 8.4 Quality of the project management. Submission of products and within decided deadlines. (20 points) The Offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov and ORCA https://orca.bpn.gov/. The clauses are available in full text at http://www.arnet.gov/far. Proposals are due March 21, 2010 by 2:30pm Eastern Standard Time. The award will be made based upon the requirements specified in this combined/synopsis, and to the offeror providing the best value in meeting the Government's requirements. The offerors must provide documentation in support of the specified requirements. The Government intends to evaluate offerors and may award a contract without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The proposal must reference the Solicitation number NHLBI-PB-(AR)-2010-104-MLK. All responsible sources may submit a proposal which if timely received shall be considered by the agency.
