- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number 214783 is issued as a Request for Quotations (RFQ) through Federal Acquisition Circular 2005-38. This action is a 100% small business set-aside. The NAICS code is 541618 and the small business size standard is $7.0 million. The contractor shall provide simulation and database support services at the Forensic Services Division, Security and Incident Modeling Lab (SIMLAB), located at the James J. Rowley Training Center, 9200 Powder Mill Road, Laurel, Maryland 20708. The contractor shall have a Top Secret security clearance. The contractor shall have at least twenty years of protective experience and at least ten years experience in the application of high fidelity, constructive, and simulation models. Proficient simulation experience as well as extensive familiarity of protective operations and measures are essential requirements for the position. The services shall include the following: 1) D esigns, develops, and modifies Tactical Simulation (TACSIM) training exercises for agents/officers in protective and tactical operations training. Utilizes a variety of tools supporting training, analyses, experimentation, mission planning, and rehearsal activities. Details the modeling of small group protective tactics in rural and urban terrain. 2) Serves as the primary instructor/integrator of simulation training. Coordinates with training instructors, SAIC's, ASAIC's, Special Tactical Teams, etc., to support the planning and execution of new or revised plans. Coordinates with subject-matter experts and tactical advisors concerning simulation applications in contingency planning. Provides input to and recommendations for enhancements in simulation applications. Advises and assists training officers in the use of simulation exercises to meet training objectives. 3) Responsible for the management of the TACSIM databases. 4) Programs and manages simulation resource requirements including both facilities and automated hardware/software. Recommends the purchase and operation of simulation related computer equipment. Interfaces with the instructors utilizing simulation training to tailor exercises to training needs by adapting existing computer programs. The U.S. Secret Service will provide all necessary computer workstations, communications and workspace facilities as well as supplies and equipment in support of the tasks being performed. The estimated total number of hours is 526. Office hours will be scheduled by the Branch Chief between the hours of 7:00 A.M. and 5:00 P.M., Monday through Friday. The p eriod of performance shall be from the date of the award through 1 year thereafter. The Government intends to award a labor hour contract. Line Item 0001: Quantity - 526 Hours. All quotations shall include a unit price for the stated quantity, as well as the total price.
