- The Product Manager, Command Post Systems & Integration, at Redstone Arsenal, Alabama, is researching video distribution systems to make up a Command Center System (CCS) used in tactical operations centers. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), an invitation for bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the government as a result of information submitted in response to the sources sought announcement. The government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a full requirement arise, the full requirement will be detailed in the solicitation, if issued. The principle goal of this effort is to identify potential solutions for a CCS consisting of a video distribution system (or video controller), audio PA system, large scale displays, and associated support equipment. A draft performance specification has been developed for all components of the CCS. CCS: The Command Center System should include a video controller/distribution system, audio PA system, and Large Scale Displays. All components shall be packaged/mounted in deployable, ruggedized transit cases and physically transportable in a military vehicle or ISO container. Video Distribution System/Video Controller: "Components shall be packaged/mounted in deployable, ruggedized transit cases and physically transportable in a military vehicle or ISO container. "Capable of processing, combining, and displaying up to eight real-time video and computer inputs onto one display. Capable of accepting input types to include but not limited to composite video, HD-15, S-video, and HDMI along with the capability of adapting to other current and future technology and interfaces. "Capable of supporting multiple displays that might include projectors, monitors, or TVs. "Capable of distributing analog and digital video formats simultaneously at distances up to 500 feet away with no signal loss or degradation. "Capable of manipulating the size and position of individual outputs to the display(s) without regard to the displays physical construction. Provide for multi-window displays. "Simultaneously display a minimum of eight feeds and provide numerous preset-viewing combinations. "Capable of interfacing with the AN/TYQ-122 Battlefield Video Teleconference (BVTC) or equivalent commercial-off-the-shelf (COTS) system. "Control system with a Graphical User Interface (GUI) with presets to facilitate the configuration and editing of multiple display outputs. "Operated, stowed, and transported in a tactical environment subject to extreme climate conditions. Large Scale Displays (LSD): The optimum solution might include two variants to support the missions of different echelons. Medium Display (Battalion and below): "The optimum system should be a single-projector configuration providing an individual display of a minimum 48H x 60W display over a 77 diagonal seamless viewing area. System shall operate continuously in internal exposure (inside tent) conditions from 40 degrees to 100 degrees F. "No special tools should be required for assembly/disassembly. Components shall be packaged/mounted in deployable, ruggedized transit cases and physically transportable in a military vehicle or ISO container. Large Display (Brigade and above): "The optimum system might provide the end user with the option to configure the system as a front or rear projection system, depending on operational environment. System shall operate continuously in internal exposure (inside tent) conditions from 40 degrees to 100 degrees F. "The system may be a multi-projector configuration providing individual displays of a minimum 54H x 72W display over a 90 inch diagonal for an overall 54H x 216W seamless viewing area in a front or rear projection configuration using the same components with no additional equipment, accessories, or resources. No special tools should be required to assemble/disassemble. "The overall operational footprint of the LSD should not exceed 120H x 240W x 72D. The bottom of the viewing area/display screen should not be lower than 48 measured from the ground surface. "The LSD-Brigade shall provide control for user adjustment of (1) luminous symbol/dark background and (2) luminous background/dark symbol contrast ratios. The LSD-Brigade shall provide a vertical refresh rate not less than 60 Hz, non-interlaced display. "The display should be viewable from 60 degrees off center horizontally, compensate for any keystone effects, and be shade readable. A mullion, if used, should not be greater than 1/2 inch total and should not interfere with the readability of the displayed image. "No special tools should be required for assembly/disassembly. Components shall be packaged/mounted in deployable, ruggedized transit cases and physically transportable in a military vehicle or ISO container. Audio System: "The audio may consist of microphones and speakers that facilitate collaborative staff functions in a tactical environment. "Capable of interfacing with TOCNET and video teleconferencing systems. "No special tools should be required for assembly/disassembly. Components shall be packaged/mounted in deployable, ruggedized transit cases and physically transportable in a military vehicle or ISO container. Vendor responses to market research questionnaires will assist the Government in finalizing the performance specification by providing information about the technical capabilities of available commercial/non-developmental video distribution systems. Sources Sought Instructions: A written response with detailed information is requested of those suppliers who can provide a CCS achieving the required or similar specifications. Detailed information shall include the vendor's capability of providing the required goods and current commercial availability. This information will be utilized to determine if this potential requirement could be a competitive total small business set aside. This requirement is US only. All interested parties that are should provide name of the business, address, POC, phone/fax number, email address, Vendor CAGE Code and the NAICS Code representing Vendors Video Distribution System.
