Description
Tektronix Equipment & Maintenance The Government intends on awarding a Sole Source Firm Fixed Price contract to Tektronix Inc. for the purchase of Tektronix equipment. Please see attached Sole Source Justification. This is a combined synopsis/solicitation for commercial products in accordance with the format in Far Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quote (RFQ). The RFQ number is FA8604-10-M-7489. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular Fac 2005-38, Effective 1 Feb 2010 and class deviation 2009-O0009 and DFARS Current to 20100305 (Amended) Edition. This is a sole source requirement IAW FAR 6.302-1. This RFQ has the following line items:CLIN 0001 Real-Time Spectrum Analyzer (RTSA), Tektronix RSA6114A RTSACLIN 0002 Digital Phosphor Oscilloscope (DPO), Tektronix DPO7104CLIN 0003 Logic Analyzer (LA), TLA5204BCLIN 0004 Arbitrary Waveform Generator (AWG), AWG7122B Quotes must price each line item listed. Delivery is to AFRL/RYTB, Wright-Patterson AFB OH 45433. This solicitation incorporates the following clauses by reference: Federal Acquisition Regulation (FAR)52.212-04, 52.212-04 Alt I, 52.212-05, 52.222-50, and 52.222-54.Department of Defense FAR Supplement (DFARS)252.204-7004 - Alternate A, 252.212-7001, and 252.232-7010. This solicitation incorporates the following clause in full text:"Air Force FAR Supplement (AFFARS)5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Howard E. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. " Effective date is upon after receipt of order. Delivery is FOB Destination. Contractor must be registered in Central Contractor Registration (CCR) prior to award for solicitations issued after 31 May 1998. DUN/CCR website is: http://www.ccr.gov/. WPAFB intends to award to Tektronix Inc, Beaverton OR. Authority: 10 U.S.C. 2304(c)(1). Justification: Required equipment is available from only one responsible source and no other type will satisfy agency requirements.
