- THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about March 24, 2010 at https://www.neco.navy.mil. Naval Facilities Engineering Command Southeast, Jacksonville, FL is currently seeking HUBzone construction contractors for Solicitation Number N69450-10-R-0764 to obtain construction services for Naval Auxiliary Landing Field (NALF) Orange Grove, TX that will entail the construction (design-bid- build) of Runway Repairs. Project Scope is: REPAIR RUNWAYS NALF ORANGE GROVE, TX. This project represents repairs on Runways 1/19 and 13/31 and all associated, Blast Pavements, Taxiways, and Aircraft Parking Aprons at Naval Auxiliary Landing Field Orange Grove, Texas. The runway repairs include repairing the wearing surface of the asphalt portion by milling and pavement overlay. Repairs to the concrete portions of runway ends, blast pavements, taxiways, and parking aprons will include patching spalls, cracks, and damaged patches. Rubber removal will be conducted where necessary and Airfield Pavement markings will be replaced in all areas damaged by this project. This solicitation is being issued as a HUBzone set - aside. The Government will only accept offers from HUBzone concerns. This is a negotiated procurement, using the Lowest Price Technically Acceptable Approach that will result in a Firm Fixed-Price Construction Contract. The Government anticipates a contract award for this project in July 2010. The appropriate NAICS Code is 237310, Highway & Road Construction, with a size standard of $33.5 million dollars. IAW with FAR 36.204, the project magnitude is between $5,000,000 and $10,000,000. The contract duration is 365 calendar days from date of contract award. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. A site visit is planned. The date and time will be announced in the solicitation. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. This solicitation will be posted to https://www.neco.navy.mil, under the solicitation number N69450-10-R-0764. This will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE, PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offeror must be currently registered in the Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the CCR database may render the successful offeror ineligible for award. In accordance with FAR Clause 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, all offerors must be registered on https://vets100-vets.dol.gov to be eligible to receive the contract award.
