Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit Innovative Professional Solutions (IPS), 8317 Front Beach Road, Suite 17D, Panama City, FL 32407 on a sole-source basis for safety and production engineering support for the QUICKSTRIKE Mines Mod 3 program. Support will include development of program safety documentation, Fuze Initiation System Technical Review Panel (FISTRP) support and production engineering support. IPS is the only known source that possesses personnel with the following unique combination of capabilities: (a) significant experience supporting the QUICKSTRIKE Mines Mod 3 program, including uninterrupted support for the past seven years, (b) experience providing safety support and developing safety documentation for the QUICKSTRIKE Mines Mod 3 program; (c) significant experience developing successful data packages and presentations for the WSESRB in support of Mine Warfare programs, including the QUICKSTRIKE Mines ! Mod 3 program, and (d) familiarity with the on-going production engineering efforts associated with the program. IPS has developed all documentation related to the on-going safety investigation regarding Mk 65 Mod 3 hardware and their continued support of this effort is critical to successful completion/closure of the process. It is estimated that getting another source trained and up to speed on this tasking would increase the cost to the Navy by as much as 100% and result in significantly decreased support effectiveness levels. The NAICS Code for this effort is 541330, the SBA Size Standard is $27M, and the FSC Code is R425.
