- Description
- The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for a Sprayable Thermoplastic Portable Unit (TPU). The procurement will be conducted on a Brand Name or Equal basis in accordance with FAR 52.211-3. The requirement is for an XS-350 Sprayable TPU system as manufactured by Advanced Protective Coatings, Inc., dba Line-X Protective Coatings or Equal. Items to be acquired are: Line Item 0001, XS-350 Sprayable TPU System or Equal Complete including Processor, Pumps, Heater, Spray Guns, Mixers, Heated Hose, Safety Equipment and Start Up Package for Set up and Maintenance; Line Item 0002 Training and Training Support Package Four (4) days of on-site hands-on training; Line Item 0003, Sprayable Material (965 lbs); Line Item 0004, Shipping and Line Item 0005, Contractor Manpower Reporting. Delivery of system is required within 14 calendar days of receipt of order. On-site training to be coordinated with activity is required to begin within 30 calendar days of receipt of order and delivery of system: To be considered for award, offerors TPU system must meet the following physical, functional and performance characteristics as follow: a) Must be capable of air transport and capable of being placed in a shipping container no less than 96 long x 57.5 wide x 82 high; b) Must be capable of application of polyurea coating under a max operating pressure of 3000 PSI and a 95 -158 degrees of heat for maximum coverage and bonding application; c) Use high pressure airless impingent mix with (min. 50) high pressure hoses utilizing check valves and manual shut off valves; d) Must use a 55 gallon drum air driven agitator to keep components of mixture evenly and thoroughly mixed; e) Operating pump must have a maximum working pressure of 180 PSI and a maximum material working pressure of 230 PSI. The heated hose must maintain proper fluid temperature between the heater and the gun; f) Applied product must have been tested (by independent or Government Testing Facility) to provide blast protection of 200 lbs. of TNT at 30 with no destruction of 8 CMU block wall and no fragmentation; and g) Provide ballistic protection of 8 CMU block wall from 7.62 ball at a minimum of 100 meters. The provision at 52.212-1 Instructions to Offerors Commercial Items, is applicable to this solicitation with the exception of paragraphs (e) and (h). The provision at 52.212-2 Evaluation Commercial Items, applies to this solicitation. The Government intends to make a single award for all items to the low-priced technically acceptable offeror If an offeror has not completed the annual representations and certifications at the ORCA website, offerors are to complete paragraphs (b) through (i) of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items and submit with their offer. The contract clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition.
