- This announcement is for the purpose of soliciting construction firms for the construction of Fuel Storage/Distribution facilities at FOB Tarin Kowt, Afghanistan. The military base is fully operational and none of its functions may be impaired by any aspect of the proposed construction. The contractor shall comply with all base security requirements. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $10,000,000.00 and $25,000,000.00. A Bank Letter of Guaranty will be required. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 26 March 2010. The proposals will be due on or about 27 April 2010. Contract award will be no later than 10 June 2010. PROJECT SCOPE: The project is for the construction Fuel Storage/Distribution facilities at FOB Tarin Kowt, Afghanistan. The project will be delivered using a design-build approach. The contractor will be required to perform geotechnical and topographical studies and develop the civil and final foundations designs. Concept design-build civil drawings and technical requirements will be provided. Primary facilities in Tarin Kowt Fuel Distribution System PH 1 include 1,153 m3l fuel storage tanks, with approximately 3,048m of underground POL pipeline and building information systems. Primary facilities for Tarin Kowt Fuel System Ph 2 will include 2,632 m3l fuel storage tanks, with approximately 1,600m of underground POL pipeline. Also included within the primary facilities will be Fueling/POL Support Building, Fuel Pumps, Off-Loading Facilities, containment berms, and Building Information Systems. Supporting facilities for the two projects include electric service, water, sewer, gas, paving, walks, curbs and gutters, storm drainage, site improvements and / or demolition, information systems and other ancillary antiterrorism measures. All work identified in the Scope of Work shall be completed within 540 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Best Value/Tradeoff contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on a best value determination. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be pass word protected. Proposals will be received in hard/paper copies only.
