- Subj: Request for Information (RFI) Synopsis for Services for Analytical Support for Combat Development & Integration (CD&I), G3/5, Marine Corps Base (MCB), Quantico, VA. Purpose:The purpose of this RFI is to conduct market research which will be used to formulate an acquisition strategy to support services for the Combat Development & Integration (CD&I) G3/5, Marine Corps Base (MCB), Quantico, VA. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified businesses. The qualifying code for this effort is 541611 CD&I G3/5, MCB, Quantico, VA develops and assesses Joint, Service, & Multi-National Concepts, future operational plans, and Marine Corps capabilities in order to guide combat development in support of the Marine Corps' Deputy Commandant for Combat Development and Integration at Marine Corps Base (MCB), Quantico, Virginia.Contractor support is required to meet these initiatives. Objectives for this support include, but are not limited to: (1) Portray Marine Corps capabilities, concepts, and equities within current and developing Marine Corps, Joint, and Naval concepts, future operational plans, capabilities based assessments, experimentation and wargaming ; (2) Develop Strategic Communications Products and manage tracking and updates on Commanding General (CG) priorities; (3) Organize and manage information related to the Deputy Commandant CD&I mission; (4) Provide senior mentor and subject-matter expert (SME) consulting services on an "as required" basis in support of developing Service, Joint, and Multi-National concepts and future operational plans, capabilities based assessments, and wargaming; (5) Provide external "reachback" support to include decision support applications, brainstorming, intermediate and final team reviews of products, risk management analysis, operational research applications & model development, architectures developme! nt, Joint Service perspective, writing and graphic development support. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives of CD&I G3/5; (2) Link to the respondent's GSA MOBIS schedule, or attached file of same; (3) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exist at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable may be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
