Description
SOURCES SOUGHT NOTICE “PERFORMANCE VERFICATION TECHNICAL ASSISTANCE FOR INTEGRATED BIOREFINERY PROJECTS” I.Background To accelerate commercialization of new biomass conversion technologies, the U.S. Department of Energy’s Office of the Biomass Program (DOE-OBP) is funding a number of large scale cost-shared integrated biorefinery projects that will produce liquid transportation fuels and other products from domestic biomass feedstocks. Through the National Renewable Energy Laboratory (NREL) Systems Engineering and Program Integration Office (SEPIO) performance verification subtask, these projects have gone through a standardized, comprehensive evaluation to assess the probability of success and develop specific recommendations for modifying the project to align with best practices for large capital projects (from both a technology development and project management perspective) and maximize the potential for success. Going forward, ongoing performance verification support of these projects is required to ensure that projects are on track with best practices, understand and communicate the risks of these projects, educate stakeholders in project best practices and protect the federal investment in these projects. II.Objective The objective of te required effort is to ensure that the large-scale integrated biorefinery projects awarded by DOE-OBP have the highest probability of success as they progress. Ongoing performance verification support of these projects will include activities such as detailed re-assessment of projects at specified points in the project execution, workshops with awardees to develop project plans aligned with best practices for technology development, contributing to development of rigorous, IBR-specific peer review processes, etc. The systems and databases of the Subcontractor will enable a historical perspective of how similar projects have responded to situations currently being experienced by these projects (e.g., large degree of new technology, solids handling, etc.). III.Potential Task Areas Task Area 1. General Performance Verification Technical Assistance for IBR Projects As directed by NREL, a potential Subcontractor would provide performance verification technical assistance focused on best practices for the OBP-sponsored IBR projects. Efforts could include creation and execution of customized workshops for project teams to discuss new technology and key project risks and develop FEL (front end loading) roadmap with clear deliverables; revisiting and reporting on risks of projects that have made major scope changes since their original risk assessment; developing close out plans that will maximize value to DOE for potential future IBR projects; contributing to the design of effective review processes and others. Task Area 2. Tailored Training for Specific Audiences As directed by NREL, a potential Subcontractor would design/deliver tailored courses on best practices in technology development and commercialization, project risk and risk management, project implementation, etc for specific target audiences including DOE managers, incoming NREL/DOE/PIs personnel, program peer review committee members and others. IV.Areas of Expertise Individuals or organizations responding to this Sources Sought request must describe capabilities, attributes and skills in one or more of the following specific areas of expertise in which assistance in benchmarking and evaluating capital projects and capital project systems for new technology deployment and commercialization can be provided. Respondents should identify their level of expertise in the cover page of their submission in the following areas. (A) Comprehensive, standardized data-driven project evaluation methodology. (B) Access to and description of actual capital project data over life cycle of project, particularly for chemical process facilities. (C) Best practices for cost estimating and controls, scheduling, contracting, and other key project management practices. (D) Methodology for quantitatively linking capital project practices and project success factors such as cost, schedule, safety, and operational performance. (E) Definition of piloting and scale-up pathways required to successfully commercialize a new technology process. (F) Technology maturity and risk assessment methodology. V.Response Requirements The response to this sources sought document is limited to eight (8) pages of single spaced text of 12-point Arial font or equivalent, with minimum 1” margins all around. Brevity is encouraged.
