- Hydrostatic Asphalt Road Chip SpreaderYellowstone National Park3/12/2010 1) GENERAL INFORMATION: This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. This solicitation is issued as Request for Quote #N1574102562. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6 and supplemented with additional information. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 333120; Small business size standard: 750 Employees. The proposed contract is set up for full and open competition. All responsible business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The anticipated award date is approximately April 2, 2010. Address questions regarding this solicitation to Andy Fox at andy_fox@nps.gov or 307-344-2149. 2) STATEMENT OF WORK: Line Item One:Yellowstone National Park Special Projects needs to purchase a new Hydrostatic Asphalt Road Chip Spreader. The Hydrostatic Asphalt Road Chip spreader must have the following options. 1.Hydrostatic drive (variable speed forward and reverse).2.Horse power rating. (205 minimum).3.All wheel drive (4-WD.).4.Expandable head infinitely variable from 10 feet to 20 feet.5.Open and close gates hydraulic power assist.6.Hitch control at operator's walkway.7.Hydraulic release truck hitch. Adjustment range (8 inch to 20 inch height) 8.(5 inch fore and aft.) (minimum requirements)9.Driver station with steering wheel and hand throttle. (Left and right side).10.Cushioned and adjustable suspension driver seats. Operator sun canopy.11.Full instrument package including but not limited to. Voltmeter, engine temperature, oil pressure, hour meter, tachometer, fuel gauge, and hydraulic temperature gauge. Engine and equipment warning system with lights and buzzers.12.Chip spreader lighting package must include headlamps, taillights, stop and turn and four way hazards. It must also include two high visibility amber warning strobes on folding mounts.13.Front hopper must have walk way and railing all widths.14.Minimum 115 inch rear hopper width. With a capacity of four yards including hydraulic folding wings.15. Automotive Control /instrumentation panel must include application rate control, speed and direction control, engine throttle speed, and hopper /conveyor controls, 16.Rubber skirting and feed control gates adjustable from operation deck.17.Minimum rated axles of 25,000 lb/ axles.18.Hydraulic applied service brake.19.Computer rate control to measure chip spread rate, belt speed and control gate operations to maintain pre set LBS/ SQ YD application.20.Hydraulic filter system and hydraulic oil cooler.21.Ladders on each side, safety handrails, back up alarm, air signal horn, parking brakes and seat belts.22.The chip spreader must be painted safety yellow. (Paint chip will be provided.)23.The asphalt chip spreader must have a total equipment warranty for 1 year with an option for 2 additional years. Total warranty with options (3 year)24.Price must include delivery FOB. Mammoth Hot Springs WY, 82190 Yellowstone National Park Fleet Maintenance is open Monday Thru Thursday 7:00 AM. To 5:30 PM. Line Item Two:Additional 2 year warranty for equipment. Period of Performance: The hydrostatic asphalt road chip spreader shall be delivered FOB to Mammoth Hot Springs, WY no later than May 30, 2010. Ordering and supplying: The contractor shall coordinate the exact date and time for delivery with the NPS. 3)CLAUSES AND PROVISIONS: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. Provisions and clauses noted below may be accessed at https://www.acquisition.gov/far. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: all Offerors shall complete and submit the provision to the Contracting Officer if they do not have an active listing in ORCA (Online Representations and Certifications). Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
