Description
Applicable Wage Rates Residency Requirement Form This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This is a Request For Quotation The Federal Bureau of Prisons, Federal Correctional Complex, Lompoc, California intends to award a firm-fixed price contract to a responsible business entity for Irrigation Well Drilling. Solicitation: RFQP0617-10-00011 General Requirements / Specifications Wage determinations under The Service Contract Act for The State Of California, county of Santa Barbara for Well Driller and Laborer apply to this solicitation and must be incorporated into the prospective bidders solicitation. DEPARTMENT OF JUSTICE RESIDENCY REQUIREMENT MUST BE INCLUDED WITH ALL QUOTES. (Service Contract Act Wage Determinations and Department of Justice Residency Requirement are included) The FCC Lompoc, CA Regional Farm has a requirement for drilling and casing/completing a replacement irrigation water well up to the maximum depth of 200 ft, or until an output of 1000 gallons per minute is achieved. Work will consist of drilling to achieve the required output as well as completing well requirement. Include all parts and labor required for 20 inch minimum base hole, approximately 200 feet down. 12 inch PVC SDR21 well casing including approximately 100 ft. PF.040 horizontal. 1/4 in. -8 gravel pack with 20 ft. concrete seal. A minimum of 2 hours air-jetting development, 12 hour test pumping/surging and development and continuous 4 hour test pump at 1200 gallons per minute. Re-install existing 75 hp. Submersible pump on 8 in. Certalok column. Furnish and install mount/connect all applicable electrical, back board, panel, conduit including hour meter shutdown timer and phase monitor/protector. Fabricate support and connect discharge head and plumbing, including new irrigation duty flange mounted 8 inch back-flow preventor. Prospective bidders will be granted a site visit on march 24th, 2010 at 9:00am PST. Contract Pricing: Contract pricing shall include all costs to be incurred by the Government for the Irrigation Well Drilling required by this solicitation (e.g., start-up, shipping, installation, setup...etc). The Government reserves the right to award without discussion; therefore, the initial quote should contain the quoters best terms format price standpoint. Quoters are hereby notified that an offer of contract award may be extended to the responsive/responsible quoter submitting a quote that is determined to be the BEST VALUE to the government. CONTRACT CLAUSES 52.252-2 Clauses Incorporated By Reference (Feb 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Quoters are advised that the Contracting Officer will verify registration in the Central Contractors Registration database (www.ccr.gov) and the Online Representations and Certifications Application (orca.bpn.gov) prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration may result in elimination from consideration for award. The North American Industrial Classification (NAICS) code is 221310 and their will be small business set-aside used for this requirement.
