Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to procure modernized solution for the Automated Gyro/Gimbal Control System (AGCS). The Contractor will design, develop, integrate, qualify, demonstrate and test a modernized AGCS to meet the functional requirements of the Test Program Set Developer Guide, Consolidated Automated Support System (CASS) B1 Prime Item Development Specification and the Modernized AGCS Performance Specification with commercial off-the-shelf components, integrate with a CASS station, perform self-test and demonstrate successful operation of Advanced targeting forward Looking Infrared (ATFLIR) Test Program Sets (TPS). Upon successful completion of First Article Testing (FAT), the Contractor shall manufacture production units. The replacement AGCS shall contain current generation software that is fully supported by the Commercial-Off-The-Shelf (COTS) vendor(s) or be custom developed with unlimited rights to the Government. The ATFLIR TPS source code shall be modified in order to successfully execute with the Modernized AGCS. All testing will be performed at a designated Navy installation. The modernized AGCS will be developed to be rack-mountable under a CASS Auxiliary Equipment Fixture (AEF), and in a standard 19-inch rack. Reliability predictions shall be performed on hardware to evaluate the system design. The offeror shall identify all COTS hardware and software data rights restrictions, aside from which the modernized AGCS design shall have unlimited Government data rights. This requirement is anticipated to be awarded as a Firm-Fixed Price contract with a quantity of two (2) FAT units and up to six (6) production units with associated logistics and technical data. This will be a full and open competition. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select Business Opportunities and then Open Solicitations. Look for amendments on the web page. Hard copy of solicitations and amendments will NOT be mailed to contractors. THE SOLICITATION WILL BE POSTED ON THE WEB ON OR ABOUT 31 March 2010.
