Description
Support for the DOE's Remote Sensing Laboratory (RSL) Multispectral Scanner Systems (MSS) •B-1 Background RSL has been involved with airborne remote sensing since the 1970's. It has concentrated its development of electro-optical imaging systems towards optimizing both the spatial and spectral domain. The results of that development have been the ongoing modifications of Daedalus ® multispectral scanners that have been uniquely operated for diverse requirements. This scope of work is to accommodate a new set of requirements for RSL's MSS. This work will be conducted in three phases: 1) MSS systems status and characterization; 2) integration of MSS into multiple aircraft platforms; and 3) development of future systems technical description. To accommodate the current the schedule and milestones, taskable engineering and technical support skills will be limited to two particular Daedalus MSS, both with significant aftermarket modifications/upgrades. The support will involve flight operations, sensor laboratory work, and technical report writing. •B-2 Statement of Work The Subcontractor shall provide professional, skilled subject matter experts to perform technical support services to include but not limited to providing the following engineering and technical support to the Contractor's Daedalus MSS. 2.1 MSS Systems Status and Characterization Provide sensor operation for the AADS 1268 (P/N 9693533, S/N 004) and AADS 3600 (P/N 2372379, S/N 008). AADS 1268 has been is storage for up to 5 years. AADS 3600 has been in storage for up to 3 years. Provide training for the above sensors up to four people Provide repair and maintenance support for the AADS 1268 and AADS 3600 MSS as needed. Performances assessments and system characterization of modified AADS 1268 and AADS 3600 MSS hardware within the first two months Provide MSS measurement application support for optimizing MSS to support customer goals. Provide refurbishment and calibration assessment. 2.2 MSS aircraft integration and operations Provide AADS 1268 and AADS 3600 MSS technical integration support to sponsor owned aircraft (fixed wing and helicopter platforms). Aircraft sponsors are from another government agency and it is unknown at this time of the make and model of the aircraft platforms. In the event the sponsor does not provide an aircraft platform, technical MSS integration support to RSL's B200 or a third party aircraft platform provider will replace the integration effort on the sponsor's aircraft. Fly test flights for both training and sensor operation on sponsor owned and/or RSL aircraft (see below in logistics section for time allocation). Support demonstration mission flight either as sensor operator or ground support (see below in logistics section for time allocation) After each data collection provide MSS data assessment and analysis support to NSTec activity lead. Must be able to support day and night operations 2.3 Develop future systems technical description Write report (MS Word format) on the status of current MSS systems and provide options for future upgrades to meet future requirements based on the results of test and demonstration flights. Generate document outlining technical requirements for the selected upgrade option. (MS word format) Prepare briefing to be presented to NSTec and/or customer outlining the current MSS system status and the selected upgrade option (MS PowerPoint format) •B-3 Travel Requirements Travel requirements MSS system configuration & Aircraft training experience Up to 2.5 weeks of travel to RSL-Nellis for training, assessments, and test flights (if RSL aircraft is used) Up to 4 weeks of travel to Tucson, AZ (or other south border locations) for demonstration and test flights. •B-4 Period of Performance Period of performance is award through September 30, 2011. •B-5 Interested Parties information Interested parties must demonstrate their ability to perform the above service by providing a short summary of experience not to exceed 3 pages. Responses are due by March 17, 2010.
