- NASA/GRC has a requirement for a light weight static inverter with the followingspecifications:INPUT VOLTAGE 28 Vdc (range 20 36 cvd) INPUT CURRENT less than 90adcOUTPUT VOLTAGE 115VAC +/- 8VAC, single phase,OUTPUT FREQUENCY 60 Hz. (Sine Wave)OUTPUT POWER FACTOR +/- 0.9EFFICENCY 85% or greaterOUTPUT POWER 2000VA, nominal. CIRCUIT PROTECTIONOverload capacity 110% rated power for 2 hours; 150 % rate power for no more than 5 minutesShutdown input voltage great than 37 vdc Input voltage less than 18vdc Thermal temperature Short circuitENVIRONMENTOperating temperature -55 71 degrees CAltitude 55,000 feetCooling thermostatically controlled fanRTCA DO-160: Temperature & altitude test, Magnetic effect test, Voltage spike, Emission of radio frequency energy test, in flight loss of cooling, humidity test, explosion proofness test, temperature variation test SIZE, WEIGHTWeight less than 18 pounds14 long 7 wide and 7 high (unitsinches)NASA/GRC intends to purchase the inverter from GAR Enterprises (dba K G S Electronics),418 E Live Oak Ave, Arcadia CA91006-5619, in part because NASA/GRC has similar KGSstatic inverters in our research aircraft; and these are direct line replaceable unitsfor which NASA/GRC has already fabricated the mounting hardware and installed theelectrical wiring, which has been approved by the NASA safety committee. It would beimpractical to compete on the basis of cost and time savings. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The Sole Source is under the authority of FAR reference 13.106-1 (b)1.FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable. Offerors must include completed copies of the provision at 52.212-3 (AUG 2009), OfferorRepresentations and Certifications - Commercial Items with their offer. These may beobtained via the internet at URL:http://rcb.cancer.gov/rcb-internet/SAP/52-212-3plusadd.pdf. These representations andcertifications will be incorporated by reference in any resultant contract. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 18, 2010. A determination by the Government not to compete this proposedeffort on a full and open competition basis, based upon responses to this notice, issolely within the discretion of the government.
