Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to award a firm fixed price purchase order on a sole source basis to: Waters Corporation, Milford, MA 01757. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: The Discovery, Early Detection, Evaluation, Treatment and Prevention in Cancer Research at Penn State require two complete used modular High Performance Liquid Chromatography (HPLC) Systems for continued cancer research by the Organic Synthesis Core. The complete HPLC system is comprised of modular elements with the following salient characteristics: Pump System Programmable Flow Rate 0.00 to 5.00mL/min, in 0.01-mL/min increments Flow Accuracy 2% of setting at 0.1mL/min using degassed methanol at 1000 2000 psi backpressure Maximum Operating Pressure 6000 psi Software Controlled high and low pressure limits Autosampler Audible Noise Level (less than) 65dBA Working Temperature 10 to 40C (indoor use only) Max Weight that it can support on top 143lbs. Power Requirements 95 to 240 Volt AC 10% Sample Capacity 2 microliter trays Maximum plate/vial height: 4.7 cm Dispenser Syringe 500L standard Missing Vial Detection UV/Visible Detector Maximizes energy throughput Eliminates refractive index effects Maintains good peak shape Column Heater Set Point Temperature Range 20 C to 60 C Temperature Accuracy +/- 0.8 C Temperature Precision +/- 0.25 C Maximum Operating Pressure 6000psi with programmable limits Integral Vac Degas Programmable Flow Rate 0.00 to 22.5 mL/min in 0.01-mL/min increments Maximum Operating Pressure 5000psi Manual Injector Photodiode Array (PDA) Detector Differentiate spectra between closely related compounds Windows Based PC Control Preinstalled pump system control software Mouse Keyboard DVD R/W drive Four Year Warranty LCD Monitor Chromatographic System Software HPLC System Installation Set up and Performance Testing Product Training 1 Year System Warranty Remote Assistance Software 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Modular High Performance Liquid Chromatography (HPLC) Systems are made up of multiple components some of which are proprietary to the manufacturers. The included software for the Waters HPLC system is a proprietary system that is preinstalled for use with Waters brand PHOC components. The UV/Visible Detector has a patented cell reader that provides greater sensitivity for performance analysis. The proposed purchase for the used Waters HPLC system is also covered by the manufacturer warranty. Used scientific equipment from third parties do not all have manufacturer honored warranties, manufacturer installation or familiarization training. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A search was conducted between 11 Feb and 16 Feb 2010 using Internet search engines, the Central Contractor Registry (CCR) database, and the Small Business Administration (SBA) Dynamic Small Business Search. The CCR and SBA search referenced NAICS code 334516 Analytical Laboratory Instrument Manufacturing and keywords hplc, chromatography, hplc system. The SBA Dynamic Small Business Search returned no small businesses that can provide a complete HPLC system associated with both the NAICS 334516 and any of the relevant keywords. Internet research found that the models that best meet the salient characteristics of the complete modular HPLC systems are available from two vendors. While there are two complete HPLC systems available on the market that fit the salient characteristics only one can meet the cost requirements. The complete HPLC system manufactured and sold by Waters best meets the requirements of the principal investigators. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
