Description
NASA/MSFC has a continued requirement for the sustained production of Non-OxideAdhesive eXperimental Revision D, or NOAX-D, and the associated processes, in supportof the remaining Space Shuttle Missions beyond April 30,2010.NASA/MSFC intends to purchase the items from ATK Launch Systems (ATK), pursuant to FAR6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1) for acquisition ofsupplies or services from only one source and no other supplies or services will satisfyagency requirements. Competition is impractical for the following reason:The development of an on-orbit Crack Repair Material (CRM) by ATK for the Space Shuttleorbiter wing leading edge represented a state-of-the-art technological advancement fromthe culmination of several years of evaluation and testing. This advancement is based inpart upon the CRMs ability to be applied in the harsh environs of space and stillsurvive the high temperatures of re-entry. NOAX-D is supplied solely by ATK and is theonly known repair material to perform in accordance with the technical requirementsimposed by the Shuttle Program.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
