- Under the authority of 10 USC 2304(c) (1); implemented by FAR 6.302-1, The Army Contracting Command, National Capital Region Contracting Center (NCRCC), intends to award a modification increasing the overall contract ceiling and extending the period of performance for contract W15P7T-07-D-L002 to Northrop Grumman Systems Corporation, (NG) 1580A W. Nursery RD, Linthicum Heights, MD. The current contract for which this notice is issued, is a five-year Indefinite Delivery/Indefinite Quantity Firm-Fixed Price and Time and Material Contract that was awarded in June 2007 as a sole source to NG, for hardware and engineering support services for the AN/VIC-3(V) and G2 Vehicular Intercom Systems (VISs) and Installation Kits (IKs) for the VIS-3 program. All work to be performed under this contract ceiling increase has been determined to be in scope and in accordance with the original contract Performance Work Statement. NG is the only contractor, who possesses the expertise and operational knowledge that can continue this vital support. This is not a request for proposals, however interested parties may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Eastern time, 2 April 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. However all qualified responsible sources may submit an offer which shall be considered by the agency. All questions pertaining to this action shall be directed in writing via email to Candace Wilson, candace.faye.wilson@us.army.mil. Concurrent copies of questions shall be directed via email to the Contracting Officer, Mrs. Malinda Lazenby, malinda.lazenby@us.army.mil. Interested parties may submit their capabilities in response to this requirement within fifteen (15) business days of this announcement. This information must be clear and unambiguous and should contain enough substance to render a proposal acceptable.
