Description
The Defense Energy Support Center intends to solicit on a unrestricted Full and Open Competition basis for the delivery of Liquid Methane, 99.9%, Type II, Grade B, Bulk, IAW Performance Specification MIL-PRF-32207 Propellant Methane dated 10 October 2006, Hazardous Material, NSN: 9135-01-239-8066, delivered FOB Destination into customer-owned tanks at NASA White Sands Test Facility (NWTF), New Mexico and Aerojet Rancho Cordova, CA and into a contractor-provided tank at Armadillo Aerospace, Caddo Mills, TX. The Contractor shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of Liquid Methane, including monthly tank lease for Armadillo Aerospace location. The Government intends to issue up to three Fixed Price Requirements contracts using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The contract ordering period will be from 1 Oct 2010 through 30 Sep 2012. The total estimated contract quantity is 70,000 gallons over the 2 year period of performance. Offerors are required to have the capability to support bulk shipments. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 19 April 2010 and will be posted to the FedBizOpps web page (http://fbo.gov/). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable.
