Description
RFQ Solicitation for USACE Dredge MCFARLAND Dredge Control Elect Improvement (MDC 2802-0009) The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote (RFQ) procurement and award a firm fixed price Purchase Order to procure Electrical Equipment in support of the Dredge McFARLAND. The acquisition will be for dragarm hoist system, uninterruptible power supply (UPS) cabinets, remote jetting pump and dredge pump control panels and new local dredge engine control panels. The equipment is a necessary upgrade before the vessel is placed in ready reserve status. Pre-Quotation Vessel Visit: There will be a pre-quote visit to allow all prospective Quoters to visit the vessel and assess the scope of work. Attendance is not mandatory. The pre-quotation visit will be held on March 19, 2010 from 8:00 am to 4:00 pm onboard the dredge in Venice, LA. Representatives of prospective Quoters wishing to attend are required to confirm attendance with Ian Enterline at (215) 656-6160 for the specifics of the exact location. Liquidated damages may apply for failure to complete the work within the designated performance period. The acquisition will be solicited using the procurement process prescribed in Parts 12 and 13 of the Federal Acquisition Regulations. The Government intends to award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation represents the best value after evaluation in accordance with the factors and subfactors in the solicitation. The quoters initial offer should contain the quoters best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Quotes will be will be evaluated against the following factors and subfactors (both listed in descending order of importance) to determine acceptability: Factor 1 Technical Capability, Subfactors: Product, Management, and Past Experience; Factor 2 Past Performance, and Factor 3 Price.(Evaluation credit will be given for technical solutions exceeding any mandatory minimums.) When combined Technical and Past Performance, are more important than price. However, price will remain a significant factor. Solicitation Number W912BU-10-T-0027 will be available on or about 15 March 2010. Hard copies will not be available and written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the issue date. The official media of distribution for the RFQ is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the quoters responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Quoters are responsible for printing copies of the RFQ and any amendments. Quotes will be due on, or about, 16 April 2010. The NAICS code is 335314, (SIC 3732) and the size standard is 750 employees. All contractors are required to be registered in the DOD Central Contract Registry before award as required by DFARS 204.7300. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
