Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40084-10-R-0007, Provide Temporary Building, Relocate Tenants, and Renovate Bldg. A-46, Commander Fleet Activities, Yokosuka, Japan. The project will be solicited as an unrestricted procurement using the source selection procedures in accordance with Federal Acquisition Regulations Part 15.101 and 15.3. The solicitation utilizes source selection procedures which require offerors to submit price and technical proposals. Evaluation of proposals will be based on price and technical evaluation factors as stated in the solicitation, with contract award to be made to the offeror submitting the best value to the Government. The action arising from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the US Government considering price and technical evaluation factors. This Design Build Construction project will include, but is not limited to, the labor, supervision, tools, materials, transportation, and equipment necessary to Provide a Temporary Building, Relocate Tenants, Renovate Building A-46, and all incidental related work. The work includes the provisioning of approximately 1,529 SM of temporary building space, relocation of tenants into the temporary building, renovation of Building A-46, relocation of tenants from the temporary building to the government-indicated locations, and restoration of the temporary building site to pre-existing conditions. The scope of work for the provision of a temporary building and relocation of tenants includes, but is not limited to, all architectural, mechanical, and electrical work necessary for the movement of office equipment and files, and approximately one hundred (100) tenants. The scope of work for the renovation of Building A-46 includes the repair and replacement of various exterior and interior structures components of the building; removal and disposal of existing asbestos-containing materials and Lead-Based Paint (LBP); replacement of windows, doors, floor finishes; removal of interior stairs; modification of existing toilets and total reconfiguration of the floor layout; provision of a new passenger elevator with handicapped accessibility; replacement of mechanical, electrical, and fire protection systems, and other miscellaneous items as described on drawings and specifications. Performance period is estimated at 510 days from the Notice to Proceed. The North American Industry Classification System code is 236220, Commercial and Institutional Building Construction. The project magnitude is between $1,000,000 and $5,000,000. No notice of solicitation activity will be provided to interested offerors. Interested offerors may view and/or download the solicitation, and any attachments, from Asia Navy Electronic Commerce Online at http://asia.neco.navy.mil when it becomes available on or about March - April 2010. Proposals will be due approximately 30 calendar days after the issuance of the solicitation at NAVFAC FAR EAST, OP3A, IPT FE Yokosuka, Japan at the time specified in the solicitation. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
