Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with NORTH RIVER BOATS INC, 1750 GREEN SIDING RD, ROSEBURG, OR 97470-7121 to provide an engine repower for a Almar 30' Sounder vessel for Glacier Bay National Park and Preserve, Gustavus, AK 99828. North River Boats Inc is the original provider of the vessel and is uniquely able to provide the technical experience and equipment for this repower project. Please see the below Justification for other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) Background: In late FY09 the TALUS (1997 ALMAR 30' Sounder) suffered a catastrophic engine failure. The engine is not economically repairable. The TALUS was designed by the Park Service and constructed to their specifications by North River Boats Inc, a distributor of Almar Aluminum Boats.. It is much heavier than most aluminum vessels its size and has never performed at the level desired by the Park Service. Replacing the single engine w/ jet drive with twin engines and Prop drives will make the vessel perform as needed. 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition: Research done with North River Boats Inc who constructed the TALUS, Yanmar engine representatives and outdrive representatives indicate that repowering the TAULS as requested will make the vessel perform as desired by the Park Service. North River Boats Inc originally constraucted the TALUS. They have the original drawings, the factory jigs on which it was assembled and some of the staff who originally constructed the vessel. They are the most familiar with the hull construction and what is needed to make the necessary modifications. 2. Nature and description of the supplies or services required to meet the agency's needs: Removal of old engine and drive. Modification of the hull to accept twin engines with outdrives. Installation of twin engines and outdrives with all necessary accessories to operate engines. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.): North River Boats Inc constructed the TALUS. They have the Factory Jigs it was built on, the original drawings and some of the personnel on staff who originally constructed the vessel. They are the most familiar with the hull construction and what is needed to make the necessary modifications. The engine installation requested is a field tested and proven installation and is one which they do regularly on vessels constructed for other government agencies. 4. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: North River Boats Inc is the only company that carries Almar Aluminum boats and therefore would be the most technically able to perform the required services. 5. Any other facts supporting the use of other than full and open competition: Modifying a vessel hull is a technical undertaking and one which must be done accurately if the vessel is to perform properly. North River Boats Inc has the factory jigs to hold the hull true and has workers who are familiar with the hull. They should be able to do quality work in less time than a vendor not familiar with the hull and lacking the jigs to hold the hull in place during modification. 6.A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: There are no actions to be taken.
